Approval and execution by the County Administrator of the Amendment to the Funding Agreement with Creative Pinellas Inc. for a time extension for SPACEcraft, a traveling public art project provided through the BP Economic Settlement.

 

                     Amendment retroactively extends the term from July 1, 2023, to January 31, 2024, for project closeout and final report, at no additional cost.

                     Funding for SPACEcraft is through the BP Economic Settlement Funds.

                     Office of Management and Budget confirmed $43,312.63 in funding is still available.

Summary:

This Amendment will provide the additional time necessary for a final project closeout which involves coordinating and locating a permanent home for the SPACEcraft shipping containers and providing a final project report. The Amendment retroactively extends the Funding Agreement from July1, 2023, to January 31, 2024, at no additional cost.

 

Background/Explanation:

On November 28, 2017, the Board of County Commissioners (Board) approved the original funding agreement with Creative Pinellas to provide $500,000.00 for the implementation of a traveling public art project, later deemed as SPACEcraft. SPACEcraft involved two repurposed shipping containers which were moved throughout different communities to provide interactive and creative activities for people of all ages.

On November 30, 2020, the County Administrator approved a time-only extension for SPACEcraft due to delays from COVID-19.

On April 26, 2022, the Board approved an expansion of the project to include four additional art installations due to the project’s success. This was accomplished by redistributing funds allocated to marketing, project management and contingency to the implementation task.

The Amendment being presented today will retroactively extend the term of the Funding Agreement from July 1, 2023, to January 31, 2024. This is necessary due to being notified in late September of ongoing activities related to the project completion. This extension will allow Creative Pinellas time to locate a permanent home for the shipping containers with an organization that will put them to use. Additionally, in accordance with the Funding Agreement, Creative Pinellas will provide a complete presentation documenting the entire project and a final project report.

According to OMB, this project has $43,312.63 in funding that is available for use.

 

Fiscal Impact:

There is no fiscal impact.

 

Funding for SPACEcraft is provided through the $7.1 million BP Economic Settlement. Expenditures to date for this project are $456,687.37.

 

Delegated Authority:

Authority for the County Administrator to sign this Amendment is granted under Code Section 2-62 (a)(1).
