Approval and execution by the County Administrator of Change Order No. 1 (Final) with Shoreline Foundation, Inc. for the Fort De Soto Bay Pier Replacement (PID #000929A).

 

                     The purpose of this project was for the removal of the existing Fort De Soto Bay Pier and construction of a new pier in the same location. The new pier was constructed of concrete piling, precast prestressed concrete beams, and a poured concrete deck. A shade structure was constructed on the pier above the dock to the Egmont Key Ferry. The project also included two fish cleaning stations, low-level deck lighting, and pole lighting at the waterward end of the pier.

                     This contract was awarded by the Board of County Commissioners on January 11, 2022, in the amount of $4,764,300.00.

                     Change Order No. 1 (final) decreases the contract amount by ($297,287.60) and adds 31 consecutive calendar days.

 

Contract No. 21-0680-CP(AJM) decrease the amount by ($297,287.60) and add 31 consecutive calendar days for a final contract amount of $4,467,012.40 and 576 total consecutive calendar days.

Summary:

The project was substantially complete on August 11, 2023, and obtained final completion on September 29, 2023. Liquidated damages do not apply, as the county received substantial and beneficial use on August 11, 2023. Final inspections of the project for all work performed under the contract were conducted by representatives of the Public Works and Pinellas County Parks and Conservation Resources Departments. All work has been completed in accordance with the construction contract documents.

 

Background/Explanation:

The original Fort De Soto Bay Pier was constructed in 1943, reconfigured in 1960, and reconstructed in 1984. A significant repair was performed in 2007. With continued deterioration, the pier was scheduled for replacement. A grant from the Federal Transit Administration (FTA) provided $1 million for the project’s environmental assessment and design. The environmental assessment resulted in the preparation of a Type 1 Categorical Exclusion meeting requirements of the National Environmental Policy Act (NEPA). The Type 1 Categorical Exclusion was approved by FTA on February 9, 2021.
