Approval of the award of bid to Cone & Graham, Inc. for the Old Coachman Road Bridge replacement project.

 

                     This project replaces the existing bridge on Old Coachman Road over Alligator Creek and includes roadway and drainage improvements.

                     In addition, Pinellas County and the City of Clearwater have a joint project agreement for the relocation of the City’s reclaimed water line along Old Coachman Road.

                     Four responsive bids were received, with award recommendation to Cone & Graham, Inc. as the lowest responsive responsible bidder in the amount of $6,872,093.35. Total bid amount is roughly 8.5% below the office estimate of $7,478,177.26.

                     The Small Business Enterprise commitment is 13% for this contract.

                     All work will be completed within five hundred and forty consecutive calendar days.

                     Funding for this project is budgeted in the Capital Improvement Plan, under project 001034A Old Coachman Road Over Alligator Creek Bridge replacement, in Fiscal Year 2024-2025, funded by the Penny for Pinellas ($326,000.00), Multi-Modal Impact Fees ($779,000.00), and American Rescue Plan Act ($5,693,000.00), for a total budget amount of $6,798,000.00.

 

Contract No. 23-0895-ITB-C, in the amount of $6,872,093.35, with all work completed within five hundred and forty consecutive calendar days; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Background Information:

On August 4, 2023, the Purchasing and Risk Division advertised an invitation to bid for construction replacement of Old Coachman Road Bridge on behalf of Public Works.  Four responsive bids were received, with award recommendation to Cone & Graham, Inc. as the lowest responsive responsible bidder in the amount of $6,872,093.35 for a total construction duration of 540 consecutive calendar days.

The existing bridge on Old Coachman Rd over Alligator Creek is a filled concrete arch structure constructed in 1925. Preliminary engineering reports completed in 2012 and 2016 concluded the existing bridge is nearing the end of its useful life span and needs to be replaced. A larger and wider bridge was recommended to improve drainage and the roadway in the area. After evaluating multiple design alternatives and refinement, the final design was completed in December 2022.

The funding for this award is budgeted in the Capital Improvement Plan, under project 001034A Old Coachman Road Over Alligator Creek Bridge Replacement, in FY24-FY25, funded by the Penny for Pinellas ($326,000.00), Multi-Modal Impact Fees ($779,000.00), and American Rescue Plan Act (ARPA) ($5,693,000.00), for a total budget amount of $6,798,000.00. There is a JPA with the City of Clearwater for $506,583.00, to be deposited in an escrow bearing account for the purpose of payment by the County to the contractor on the City’s behalf.
