Approval of the subrecipient grant agreement with the Gulf Consortium to provide RESTORE Act Spill Component funding for the Florida State Expenditure Plan (FSEP), Project 16-3, for acquisition of properties in floodplain areas within the County.
• County is a subrecipient of federal grant funds made available to the Gulf Consortium, from the Gulf Coast Ecosystem Restoration Council, for FSEP Project 16-3.
• This project provides for the acquisition of properties in floodplain areas within the County to be maintained for conservation and floodplain storage to support coastal resiliency and environmental sustainability.
• The amount available to the County for property acquisition is $3,321,056.00 for Fiscal Years (FY) 2024-2026. There is no required funding match.
• Funding for this is budgeted in Capital Improvement Program Project 005120A - RESTORE Land Acquisition for Floodplain Restoration and Resiliency in the Adopted FY24-FY29 Capital Improvement Program plan, funded by the federal pass-through grant with the Gulf Consortium.

Pinellas County is a subrecipient of federal grant funds made available to the Gulf Consortium from the Gulf Coast Ecosystem Restoration Council. The total amount of federal funding awarded to the County is $3,321,056.00, with no matching funds requirement. The Agreement commences upon execution and expires on January 31, 2026.

Background Information:
The RESTORE Council, as a Federally delegated determinant of eligibility and priority listing of RESTORE Act Spill Component funds to be awarded, was established in July 2012 to administer Deepwater Horizon penalty funds for the restoration and protection of the Gulf Coast Region. A portion of the funds were made available to the five (5) Gulf Coast states, including Florida. Projects funded through this allocation must meet criteria set out in the Florida Gulf Consortium’s adopted FSEP. The FSEP was adopted in 2017 by the Gulf Consortium Board of Directors and Pinellas County to be fully executed through approval by the RESTORE Council on October 1, 2018. The FSEP is managed by the Balmoral Group, a consultant to the Gulf Consortium.
Fiscal Impact:
005120A - RESTORE Land Acquisition for Floodplain Restoration and Resiliency is budgeted in the approved FY24-FY29 Capital Improvement Program plan and funded by this federal pass-through grant with the Consortium. The grant award and project budget in the CIP plan is $3,021,000.00 but can be adjusted to reflect the award amount outlined in the agreement during the FY25 budget development cycle, if approved.
Funding through this agreement would be provided on a cost reimbursement basis for work performed on or after effective date through project completion date. Pre-award costs may be eligible for reimbursement (must be approved by RESTORE Council). There is no required County match. Agreement effective upon execution and expires January 31, 2026.
