Recommended Action

Approval of the Interlocal Agreement with the Florida Department of Health in Pinellas County (DOH) for the Pinellas County Health Program (PCHP) and the Health Care for the Homeless (HCH) program (aka the Blue Card program).

                     This agreement enables DOH to provide Healthcare services for eligible and enrolled PCHP/HCH clients’ six locations throughout the County as well as the Mobile Medical Unit, the Street Medicine Van, and the Bayside Clinic.

                     General Funding in an amount not to exceed $9,361,554.37 per Fiscal Year (FY) has been identified for FY24.

                     Additionally Grant Funds total approximately $2.1M through March 2024. Grant funds are comprised of three grant awards: recurring HRSA grant of $1,289,232.00 annually for the current year (ending February 28, 2024) and the next year (starting March 1, 2024); the American Rescue Plan award $812,815.00 (ending March 30, 2024); and COVID-19 vaccination award (ending December 31, 2023) total $86,494.00.

                     This is a new three-year agreement with a two-year renewal option which is replacing a previous five-year agreement with DOH for these services.

Summary

Funding for this Agreement enables DOH to provide Healthcare services for eligible and enrolled PCHP/HCH clients’ six (6) locations throughout the County as well as the MMU, the Street Medicine Van, and the Bayside Clinic.  Additionally, DOH manages and provides, through sub-contracted agreements, specialty care, behavioral health services, prescription assistance program and community dental services. DOH works with Human Services for quality assurance and program optimization.

This is a three (3) year Agreement with a two-year (2) renewal option.

Background Information:

Pinellas County Human Services has partnered with the DOH to provide prevention-focused healthcare to eligible Pinellas County residents.  DOH has a proven system of providing high quality, effective and cost-efficient services to the residents of Pinellas County. 

In October 2022 through June 2023, DOH provided 4,271 medical encounters and 3,083 dental encounters to PCHP clients, and 4,174 medical encounters and 2,372 dental encounters to HCH clients.

 

Fiscal Impact:

Funding in an amount not to exceed $11,314,105.60 per fiscal year (FY) has been identified through a combination of Human Services’ anticipated FY24 General Fund appropriation and grant funding through the HRSA.

Grant funds are comprised of three (3) grant awards: recurring HRSA grant of $1,289,232.00 annually for the current year (ending February 28, 2024) and the next year (starting March 1, 2024); the American Rescue Plan award $812,815.00 (ending March 30, 2024); and COVID-19 Vaccination award (ending December 31, 2023) total $86,494.00.

An Agreement not to exceed amount of $11,314,105.60 provides department the ability to timely accommodate supplemental grant awards through the term of this Agreement.
