Approval of the agreement with Ardurra Group, Inc. for professional engineering services for design of the Reclaimed Water High Service Pump Station improvements located at the South Cross Bayou Advanced Water Reclamation Facility (SCBAWRDF).

  

                     This contract includes design efforts 60%, 90%, and 100% design documents, bid services, and construction phase assistance.   

                     The Preliminary Engineering Report for this project was completed March 2023. The PER provides the overall assessment and recommended improvements for the high service reclaimed water pump station. 

                     The need for improvements to this pump station is included in the July 2021 SCBAWRDF Master Plan Report.

                     Design improvements will include new pumps able to meet current and future demands, replacement of the variable frequency drive units, and new valves including isolation valves to improve the maintenance and operations while maintaining the in-plant process water distribution system.

                     Award recommendation to Ardurra Group, Inc. in the amount of $1,641,133.06 in accordance with the Consultants Competitive Negotiation Act (CCNA), per Florida Statute 287.055.

                     Four certified Small Business Enterprise (SBE) subconsultants are included in the award: Advanced Technological Systems, Inc., Electrical Design Associates, Howard & Associates Architects, and Rocha Controls for total SBE commitment of $407,358.06 or approximately 25% of award amount.

                     Funding is available under Project 002941A South Cross Bayou High Service Pump Improvements, included in the Capital Improvement Plan, funded by the Sewer Renewal & Replacement Fund.

 

Contract No. 23-0711-RFP-CCNA-Non-Continuing; in the amount of $1,641,133.06 from the notice to proceed date for a term of 1,520 consecutive calendar days; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

The recent SCBAWRF Master Plan Report (July 2021) identified improvements to this pump station as a priority to address overall condition, performance, and increase resiliency of the facility to meet operational expectations and current industry standards. The pump station was constructed nearly 30 years ago and has reached the end of its useful service life.  Design improvements will include seven (7) new pumps able to meet current and future demands, replacement of the variable frequency drive units, provide new valves including isolation valves to improve the maintenance and operations while maintaining the in-plant process water distribution system.  Additional improvements will include replacement of the instrumentation & controls, providing a pressure relief valve, replacement of the structure’s roof to accommodate the larger pumps and to meet FM Global structural requirements and lastly, building hardening will be included in the design to address flood mitigation and storm surge resiliency.

Background Information:

A request for proposal to comply with the CCNA, per Florida Statute 287.055, was released on May 2, 2023. Two responses were received, with award recommendation to Ardurra Group, Inc., as the highest ranked firm. The negotiation process concluded on September 7, 2023.

Pinellas County Utilities owns, operates, and maintains the South Cross Bayou Advanced Water Reclamation Facility (SCBAWRF), located at 7401 54th Ave N, St. Petersburg, FL 33709. The SCBAWRF is permitted through the Florida Department of Environmental Protection (FDEP) and has a permitted capacity of 33 million gallon per day (MGD) on an annually average daily flow (AADF) basis. The treated effluent from this plant is used primarily to serve the South County’s public access reuse system and to provide crucial in-plant water needed for various treatment processes. The Reclaimed Water High Service Pump Station was constructed in 1995 and is nearly 30 years old and has reached the end of its useful service life and struggles to maintain desired levels of pressure in the distribution system.

Funding is available under Project 002941A South Cross Bayou High Service Pump Improvements, included in the Capital Improvement Plan, funded by the Sewer Renewal & Replacement Fund.
