Approval and execution by the County Administrator of termination of the Grant Agreement with the Florida Department of Transportation (FDOT) for design activities for the Advanced Traffic Management System (ATMS) / Intelligent Transportation System (ITS) on State Road (SR) 590 / Drew Street North from Fort Harrison Avenue to U.S. Highway 19/SR 55. 

 

                     Acknowledgment Letter terminates existing Agreement with FDOT for the subject project due to a state reconstruction project on SR 590/Drew Street

                     The FDOT project will install fiber optic cable to interconnect the signals along Drew Street. Therefore, the original County ATMS project needs to be rescoped to identify the ATMS devices necessary for installation to complete ATMS improvements along the corridor. 

                     County intends to submit a new grant application for the County portion of the ATMS project at a later date.

                     The Board of County Commissioners approved the existing Grant Agreement in Legistar 22-2064A.

                     Design funded by the Local Option Fuel Tax (LOFT) in the amount of $296,500.00, and State Grant (this agreement) in the amount of $293,500.00.

 

FDOT FPN No. 448511 1 34 01 and Contract No. G2F76; PID No. 004542A; Agreement is terminated effective September 22, 2023.

Summary:

Termination of the previously executed State Funded Grant Agreement (SFGA) entered under the County Incentive Grant Program (CIGP) with the FDOT for design of ATMS / ITS activities on SR 590/Drew Street N from Fort Harrison Avenue to U.S. 19 / SR 55. The action is necessary due to a FDOT reconstruction project on SR 590 / Drew Street.  The FDOT project will install fiber optic cable to interconnect the signals along Drew Street. 

Therefore, the County ATMS project needs to be rescoped to identify the ATMS devices necessary for installation to complete ATMS improvements along the Corridor.  The County will submit a new CIGP grant application for the County ATMS project at a later date for completion of ATMS improvements on the Corridor.  The Board approved the Agreement on December 13, 2022.

 

Background/Explanation:

The FDOT and County entered an SFGA on December 21, 2022, under the CIGP for the design activities of the ATMS / ITS improvements along the SR 590 / Drew Street corridor. Both parties mutually agree to terminate the Agreement in accordance with Section 5 of the SFGA. It has been agreed upon that the County will reapply for the funding once the project is rescoped to identify the ATMS devices necessary for installation to complete the ATMS improvements along the Corridor.  The current agreement is terminated effective September 22, 2023.

 

Fiscal Impact:

Agreement is budgeted in the Capital Improvement Plan, under PID No. 004542A ATMS Drew Street, in Fiscal Year 2024-2025, design funded by the LOFT in the amount of $296,500.00, and State Grant (this agreement) in the amount of $293,500.00. The State Grant funded portion of this project will be updated during the next budget cycle. Department intends to reprioritize ATMS projects during the next budget cycle based on County’s available funding and FDOT’s project schedule.

Authority for the County Administrator to sign this Acknowledgment of Agreement Termination is granted under Code Section 2-62 (a)(1).
