Approval of the agreement with Kimley-Horn and Associates, Inc. for professional engineering services that include design, permitting, and bidding of the Septic to Sewer Program.

 

                     The contract is for professional engineering consulting services to provide survey, public outreach, preliminary engineering, design development, permitting and bid phase assistance.

                     Four proposals were received for this solicitation, with award recommendation to the number one ranked firm Kimley-Horn and Associates, Inc., in accordance with the Consultants Competitive Negotiation Act (CCNA), 287.055 in the amount of $2,414,401.00.

                     The project includes the design of the County’s wastewater collection system extensions in the public right of way and the conversion of approximately 204 private on-site sewage treatment and disposal systems to the public wastewater collection system.

                     This project will accomplish the elimination of aging onsite septic systems by connecting properties to the County’s wastewater collection system and improving public health and the environment.

                     Because this is a federally funded project, small business enterprise (SBE) goals are not mandatory, but Kimley-Horn will be utilizing five SBE subcontractors for this project.

                     Funding is available under Project 006052A Septic to Sewer Program Phase 1, included in the Capital Improvement Plan, funded by the American Rescue Plan Act Fund.

 

Contract No. 23-0289-RFP-CCNA-Non-Continuing; in the amount of $2,414,401.00. The design, permitting, bidding is expected to be completed within 430 calendar days from notice to proceed; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Background Information:

This project was competitively advertised in accordance with CCNA statute, 287.055, on May 8, 2023.  Four proposals were received for this solicitation, with award recommendation to the number one ranked firm Kimley-Horn and Associates, Inc. in the amount of $2,414,401.00.  Negotiations completed on October 3, 2023.

Pinellas County Utilities is embarking on a septic-to-sewer conversion program to provide centralized wastewater collection service to septic system users to improve public health, the environment, and communities. PCU is extending the sewer system in four project areas. These projects will accomplish the elimination of aging septic systems by connecting properties to the centralized sewer.

Award of this contract enables Pinellas County Utilities to hire a qualified firm to prepare all required construction documentation and receive all permits required to hire an experienced contractor to build the project. The goal of the project is to reduce nitrogen load into the Tampa Bay Estuary and the Brooker Creek watershed.

 

 

Fiscal Impact:

 

Engineering, Design and Permitting total not to exceed:          $2,414,401.00

                     

Funding is available under Project 006052A Septic to Sewer Program Phase 1, included in the Capital Improvement Plan, funded by the American Rescue Plan Act Fund in the amount of $10,000,000. A Florida Department of Environmental Protection grant in the amount of $10,000,000, with a required $10,000,000 match, was agreed and fully executed on September 26, 2023. The FDEP grant is not included in the FY24 Budget. The FDEP grant will be included in the FY25-30 CIP.

 

ARPA funds in the amount of $10,000,000 must be encumbered by December 31, 2024 and expended by December 31, 2026. FDEP funds must be expended by June 30, 2027.
