Approval of Amendment No. 1 for the Joint Project Agreement (JPA) with the City of Belleair Bluffs (City) for the construction and relocation of County water distribution mains to extend the level of service in conjunction with City proposed roadway construction and drainage system improvements along South Wind Drive from Indian Rocks to Pine Tree Lane and sections of Dolphin Drive from South Wind Drive to Belmar Drive.

 

                     During construction of water main improvements on Marlin Drive, the water main along South Winds Drive was found to be heavily corroded.

                     The improvements consist of replacing approximately 800 linear feet of the aging and heavily corroded 6” ductile iron pipe with new polyvinyl. 

                     The existing executed JPA project total cost was $550,000.00 as of January 25, 2022. Amendment No. 1 adds the additional improvements for $166,006.50 and revises the total cost to a not to exceed amount of $716,006.50.

                     Construction commenced in April 2023. Construction is being performed by City contractor in conjunction with other improvements.

                     Funding for the Agreement is included in the Fiscal Year 2023 Amended Budget within Project 004572A Marlin Drive Utility Relocation for City of Belleair Bluffs Roadway Improvements funded by the Water and Sewer Renewal and Replacement Funds.

 

PID 004572A; Amendment No. 1 increases cost to the County by $166,006.50. This amount includes $150,915.00 for construction and $15,091.50 for administrative costs.

Summary:

Summary

Amendment No. 1 to the JPA increases the cost of County Utility Work integrated with the City of Belleair Bluffs for proposed roadway construction and drainage system improvements along South Wind Drive from Indian Rocks to Pine Tree Lane and sections of Dolphin Drive from South Wind Drive to Belmar Drive by $166,006.50. This amount includes $150,915.00 for Construction and $15,091.50 for administrative costs. 

During the construction of water main improvements on Marlin Drive, the water main along South Wind Drive was determined to be heavily corroded.  The corrosion was present not only on the outside surface of the pipe but appears to extend well into the inside pipe wall.  As such, this segment of pipe has been deemed a candidate for replacement.

Improvements to the system are proposed to remove undesirable materials from the system and improve overall system longevity and level of service.  Improvements consist of replacing approximately 800 linear feet of the aging and heavily corroded 6” ductile iron pipe with new polyvinyl chloride (PVC). Potable water service replacement is also proposed throughout the limits of the project (both the short-side and long-side services).  Potable water service installation will be done at a depth to facilitate future AMI meter installation.

Background Information:

The City’s contractor shall replace and relocate approximately six (6) inches by 800 linear feet of water distribution mains along South Wind Drive from Indian Rocks Road to Pine Tree Lane. Additionally, fire hydrant assemblies fire hydrants, valves, fittings, blow offs valves and miscellaneous incidental will be installed within the project limits as described in Exhibit B to the Amendment No. 1.

Use of the City’s contractor is cost effective, time efficient and provides the least disruption for residents resulting in project efficiencies for all stakeholders. This joint project process is the most efficient option to complete the relocation and replacement of County infrastructure located in the City’s project areas. The JPA provides the funding mechanism for the County to pay the City in advance of commencement of project construction activity, and further identifies both County and City responsibility throughout project duration.

 

Fiscal Impact:

The existing JPA total cost is $550,000.00, which includes a ten percent (10%) administrative fee of $50,000.00. Amendment No. 1 increases the cost to the County by $166,006.50. This amount includes $150,915.00 for construction and $15,091.50 for administrative costs. Therefore, the County agrees to pay a total not to exceed amount of $716,006.50 to the City for 100% construction services for the project.

 

Funding for the JPA is included in the FY23 Amended Budget within Project 004572A Marlin Drive Utility Relocation for City of Belleair Bluffs Roadway Improvements funded by the Water and Sewer Renewal and Replacement Funds.
