Approval of the award of bid to Advanced Roofing, Inc. countywide Parks and Conservation Resources (PCR) roof replacement.
• This contract provides all material and services for the replacement and repair of roofs for numerous restrooms, shelters, and other structures within various County parks.
• Award recommendation to Advanced Roofing, Inc. as the only responsive and responsible bidder in the amount of $648,639.52 for a total duration of 1,095 days. As only one bid was received, staff negotiated lower pricing and quantities. The original bid submittal was $936,889.00.
• This contract replaces Contract No. 167-0327-CP in the amount of $618,000.00 for a five-year term that has since expired.
• Countywide roof replacements will be completed under Capital Improvement Program (CIP) project 003772A - Renovation and Replacement of Park Structures. 003772A is a recurring program project budgeted in the Fiscal Year (FY) 2023-FY28 CIP plan and included in the proposed FY24-FY29 CIP plan, Local Infrastructure Sales Surtax (Penny for Pinellas). The FY23 Estimate and proposed FY24-FY29 CIP plan is $18,217,000.00.
Contract No.23-0653-ITB-C in the amount of $648,639.52 with all work completed within 1,095 days; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

This contract provides all material and services for the replacement and repair of roofs for numerous restrooms, shelters and other structures within various County parks.
The contract contains provision for price adjustments (increase/decrease) at twelve (12) months after the date of award and thereafter annually for the term of the contract in an amount not to exceed the average of the Consumer Price Index (CPI) for all Urban Consumers, Not Seasonally Adjusted, for the twelve (12) months prior.

Background Information:
On April 7, 2023, the Purchasing Department, on behalf of PCR, released an invitation to bid for the above referenced contract. Staff was able to negotiate lower pricing and quantities since only one bid was received with award recommendation to the only responsive and responsible bidder. Other vendors stated they were too busy to take on this work.

Total agreement not to exceed: $648,639.52
PCR countywide roof replacement budgeted under CIP project 003772A - Renovation and Replacement of Park Structures.
