Approval of the submission for two Utilities Department Resilient Florida grant applications to the Florida Department of Environmental Protection (FDEP).

 

                     County is proposing two projects that will reduce risk to natural hazards as well as increase operational resilience. The projects include Utilities Building Hardening at four locations and the Mobile Home Park Wastewater Collection System Improvements. These projects already received partial funding from the Resilient Florida Grant program.

                     There is no fiscal impact to the County for submission of this grant application. Should grant funding be approved, a minimum 50% match is required, but existing capital improvement and grant allocations will be used as leveraged funds.

                     Total grant amount requested is $12,310,000.00. County Match is $12,310,000.00. Funding is derived from the American Rescue Plan Act and the Utilities Enterprise Fund.

o                     Utilities Building Hardening - $3,360,000.00 County match.

o                     Mobile Home Park Wastewater Collection Systems - $8,950,000.00.

                     Final applications are due to FDEP on September 1, 2023.

Summary:

Summary

The County is proposing two (2) projects that will reduce the community’s risk to natural hazards as well as increase operational resilience. The projects include Utilities Building Hardening at four (4) locations and the Mobile Home Park Wastewater Collection System Improvements. These projects already received partial funding from the Resilient Florida Grant program. This request is for additional grant funding for the projects. These projects balance the needs of the community and local governmental services. 

Following Board of County Commissioner approval, the Department will proceed with the application process to FDEP Resilient Florida Program for funding in the amount of $12,310,000.00. The County is providing leveraged funds for the two (2) proposals in the amount of $12,310,000.00 as grant funds match.

Background Information:

The State has directed FDEP to establish a trust with $500,000,000.00 in federal funding for implementation of statewide resilience projects through the Statewide Flooding and Sea Level Rise Resilience Plan. On July 1, 2023 FDEP launched the Resilient Florida Grant Program, making a non-reoccurring amount of $500,000,000.00 available for eligible applicants, including counties and municipalities, regional resilience entities (on behalf of a member), Water Management District and flood control districts. The non-reoccurring funds will be dispersed across one (1) application cycle. The program is designed to provide funding opportunities for local governments and state agencies to develop large-scale mitigation activities that allow Florida communities to better withstand future disasters. Final proposals are due to FDEP on September 1, 2023.

 

Fiscal Impact:

Should grant funding be approved, a 50% match is required. Existing operational allocations, capital improvement allocations, and previously awarded grants funds will be used as leveraged funds. Funding is derived from Utilities Enterprise Fund, ARPA, Restore Act, and Resilient Act Funds.

Utilities Building Hardening -

                     FDEP requested amount: $3,360,000.00

                     County match from Utilities Enterprise Funds: $3,360,000.00

                     Additional County funds from budgeted Utilities Enterprise fund: $3,445,237.00

                     Project funding total: $10,165,237.00

Mobile Home Park Wastewater Collection System Improvements -

                     FDEP requested amount: $8,950,000.00

                     County match from ARPA grant funds: $8,950,000.00

                     Additional County funds: $33,950,000.00 include: 

o                     ARPA Grant funds: $4,950,000.00

o                     RESTORE ACT funds: $4,000,000.00

o                     RESILIENT Florida grant funds: $25,000,000.00

                     Project funding total: $51,850,000.00

Two (2) grant applications in the amount of $12,310,000.00; County match is $12,310,000.00.  Additional County funds total $37,395,237.00; Total Projects cost $62,015,237.00.
