Approval and execution by the County Administrator of Change Order No. 1 (final) with TLC Diversified, Inc. for the Keller Regional Treatment Facility project.
• This contract was awarded by the Board of County Commissioners (Board) to TLC Diversified, Inc. on December 7, 2021, in the amount of $1,746,300.00 to provide construction services to expand the building, add a new roof, air conditioning unit, and replace the chemical feed system equipment within the Keller Regional Treatment Polyphosphate Building.
• This change order final increases the contract by $23,501.00, or 1.3% which is the difference between initial estimated and final quantities used to complete the project and adds an additional 62 consecutive calendar days.
• The project was substantially complete on February 1, 2023 and obtained final completion on April 05, 2023.
• Funding is available under Project 004355A S. K. Keller Polyphosphate Building Process Upgrades, included in the Capital Improvement Plan, funded by the Water Renewal and Replacement Fund.

Summary:
The project was substantially complete on February 1, 2023 and obtained final completion on April 05, 2023. Final inspections of the project for all work performed under the contract were conducted by representatives of Public Works Construction and Utilities Engineering Management Divisions. All work has been completed in accordance with the construction contract documents. The time between substantial and final completion accounts for the duration to complete the walk thru inspection with project stakeholders, final testing, project acceptance, receipt and approval of certified as-builts required, final project deliverables, final quantity of materials audit, resolution of claims and disputes, and receipt of final invoice.
Final quantities have been tabulated resulting in a net Increase of $ 23,501.00. This is the difference between estimated and final quantities used to complete the work.
Background/Explanation:
The existing chemical feed system is more than twenty years old and has reached the end of its useful service life. The building is also in need of a new roof and additional improvements. The structure houses security systems as well as vital electrical equipment that require proper airflow and air-conditioning for necessary asset protection. Pinellas County Utilities hired CHA, Inc., formerly Reiss Engineering, Inc. to complete the design, permitting, and implementation of the improvements described above. Plans and specifications were developed as well as the issuance of required permits for the construction.

Funding is available under Project 004355A S. K. Keller Polyphosphate Building Process Upgrades, included in the Capital Improvement Plan, funded by the Water Renewal and Replacement Fund. The FY23 budget in the FY23-28 Capital Improvements Plan is $1,560,000.
