Approval of the award of bid to Kamminga & Roodvoets, Inc. for the 46th Avenue North, from 49th Street North to 55th Street North, Roadway Reconstruction Project.

 

                     This project is for reconstruction of the existing 46th Avenue North roadway, installation of an 8-foot multi-use path on the north side of the road and 5-foot sidewalk along the south side of the road.

                     Upgraded drainage and sanitary sewer facilities will also be constructed as part of this project.

                     This project was initiated in 2016 for improving pedestrian safety in the Lealman area and has been discussed with the community many times.

                     Two responsive bids were received, with award recommendation to the lowest responsive, responsible bid from Kamminga & Roodvoets, Inc. in the amount of $4,732,908.50 which is (1.37%) above the engineer’s estimate of $4,669,011.31.

                     The Small Business Enterprise commitment for this project is 13%.

                     The project is reflected in the Capital Improvement Plan (CIP) for 46th Avenue North Sidewalk Improvements in the amount of $4,787,000.00, funded by Penny for Pinellas. The Utilities portion of work is funded in Water & Sewer Project for 46th Avenue North Utility Relocation. Both are fully funded in the Fiscal Years (FY) 2023, 2024, and 2025 CIP.

 

Contract 23-0548-ITB-CONSTRUCTION in the amount of $4,732,908.50 with all work completed within 440 consecutive calendar days; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Background Information:

On March 31, 2023, the Purchasing & Risk Division issued an invitation to bid on behalf of Public Works for the 46th Avenue North project, from 49th Street North to 55th Street North.  Bid opening was May 4, 2023, resulting in two responsive bids received with award recommendation to Kamminga & Roodvoets, Inc. as the lowest responsive, responsible bidder for an award amount not to exceed $4,732,908.50 with all work to be completed within 440 consecutive calendar days.

This project was developed in 2016 for sidewalk installation to improve pedestrian safety in the Lealman area. During that development, as this corridor was being looked at for resurfacing, it was discovered that no proper roadway base material was present, thus expanding the scope to include reconstruction and paving efforts. This project adds pedestrian continuity through the corridor by connecting to sidewalk built by Kenneth City, East of 55th Street N and upgraded in 2021/2022. This is a readvertisement from a previous bid in 2022.

 

Fiscal Impact:

Award amount not to exceed: $4,732,908.50

 

Agreement is funded by the Penny for Pinellas, and is reflected in the Proposed Capital Improvement Plan, under project 002927A 46th Avenue North Sidewalk Improvements, in fiscal years FY23-FY25, in the amount of $4,787,000.00.

 

Utility portion of agreement is funded by program project 000831A Water, Sewer and Reclaimed Water Relocation Projects (sub project 002927B 46th Avenue North Utility Relocation).
