Approval of the award of bid to Cone & Graham, Inc. for the Taylor Lake Seawall Improvement Project (PID 002228A).

 

                     This project consists of the replacement of the existing vinyl sheet pile wall along the north end of Taylor Lake, installation of improved drainage along 8th Avenue Southwest to eliminate erosion of the roadway slopes, and repair of the existing pedestrian bridge across the weir at 8th Avenue Southwest.

                     Three responsive bids were received. The low bid of $4,412,359.35 received from Cone & Graham, Inc. was 13% below the office estimate and is recommended for award as the lowest responsive, responsible bid. Final design and office estimate were provided in FY23, after the FY23 budget was adopted.

                     The Small Business Enterprise commitment for this project is 11%.

                     Capital Improvement Program (CIP) Project 002228A - Taylor Lake Seawall Replacement is increasing from $2,962,000 to $4,982,000 between the current Fiscal Year (FY) 2023-FY28 CIP and the proposed FY24-FY29 CIP plan. The current plan was based on a preliminary estimate and pre-inflationary pricing. The project did not reach final design phase until after the current plan was adopted. Taylor Lake Seawall Replacement is funded by Local Infrastructure Sales Surtax (Penny for Pinellas).

 

Contract No. 23-0427-ITB-CP, in the amount of $4,412,359.35 with all work completed within 450 consecutive calendar days; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Background Information:

The Purchasing and Risk Division, on behalf of Public Works, issued an invitation to bid on March 10, 2023, for the Taylor Lake Seawall Improvement project.  Three responsive bids were received on April 20, 2023, with the low bid amount of $4,412,359.35 received from Cone & Graham, Inc. who is recommended for award as the lowest responsive, responsible bidder.

8th Avenue SW serves as an earthen dam for Taylor Lake and supported by a vinyl sheet pile wall. The existing sheet pile wall has shown signs of failure through bulging areas along the wall. A preliminary engineering report completed in 2018 concluded the existing vinyl sheet pile wall was not long enough to prevent water seepage under the roadway and suggested replacement with a steel sheet pile wall. After evaluation of multiple designs alternatives and refinement, the final design was completed in December 2022.

 

Fiscal Impact:

The fiscal impact of this bid result and contract award is an additional funding request, or change request, for Capital Improvement Program (CIP) project 002228A - Taylor Lake Seawall Replacement. The project is increasing from $2,962,000 in the current FY23-FY28 CIP plan to $4,982,000 in the proposed FY24-FY29 CIP plan.

 

The amount of this construction agreement along with other construction related costs (construction engineering inspection, staff time, final design, etc.) have been included in the proposed FY24-FY29 CIP plan: Physical Environment function, Flood Control Projects program. Taylor Lake Seawall is funded by Local Infrastructure Sales Surtax (Penny for Pinellas). If the change request for additional funding is approved, Taylor Lake Seawall Replacement will have sufficient funding in the FY24-FY29 CIP plan to support the current project estimate.
