Approval and execution by the County Administrator Change Order No. 1 (final) Southern Underground Industries, Inc. for Force Main Air Release Valve Replacement Hamlin Boulevard.

 

                     This contract relocated and replaced essential wastewater collection system components including six air release valves (ARVs) on force mains in the Hamlin Boulevard area.

                     Final change order is for an overall reduction in the amount of $140,338.29 which is the difference between original estimated and final quantities resulting in quantities not used, and additionally releases all remaining retainage.

                     The project was substantially complete on May 6, 2022, and obtained final completion on November 9, 2022, adding 172 calendar days to the project due to supply chain delays.

                     The Board of County Commissioners (Board) awarded this project to Southern Underground Industries, Inc. on April 13, 2021, for a total expenditure not-to-exceed: $1,246,716.50.

                     Funding is available in Project 003213J ARV Hamlin Road and Nearby Design, in the Sewer Renewal & Replacement Fund for Fiscal Year (FY) 2023.

 

Contract No. 190-0691-CP decrease in the amount of $140,338.29 for a final revised agreement amount of $1,106,378.21.

Summary:

This contract relocated and replaced essential wastewater collection system components including six (6) air release valves (ARVs) on the County's existing 24-inch and 16-inch diameter force mains. Work included demolition of existing concrete ARV manholes, installation of new force main piping, isolation valves and appurtenances, tapping sleeves, line stops, ARVs and enclosures, and maintenance of traffic (MOT) and site restoration.

 

Background/Explanation:

The Board awarded this project to Southern Underground Industries, Inc. on April 13, 2021, for a total expenditure not-to-exceed $1,246,716.50.  The project was substantially complete on May 6, 2022, and obtained final completion on November 9, 2022, adding 172 calendar days to the project due to supply chain delays.  The final change order is for an overall reduction in the amount of $140,338.29 which is the difference between original estimated and final quantities resulting in quantities not used, and additionally releases all remaining retainage.

Final inspections of the project for all work performed under the contract were conducted by representatives of the Construction Management Division, engineer of record, Utilities Engineering, Public Works Transportation Division. All work has been completed in accordance with the construction contract documents. The time between substantial and final completion accounts for the duration to complete the walk-thru inspection with project stakeholders and the completion of punch list items.

The County initiated a program to evaluate, prioritize, and repair or replace ARVs on its wastewater force mains discovered to be inactive or in poor operating condition. The six (6) ARV locations within the Hamlin Boulevard project area were evaluated through this program using an ultrasonic thickness testing (UTT) process and prioritized for replacement. The new ARVs will extend the useful life of the force main and will be moved out of roadways and above ground for ease of maintenance.

 

Fiscal Impact:

Original Agreement Amount: $1,246,716.50

 

Decrease due to Change Order No. 1 (FINAL): ($140,338.29)

 

Final Revised Agreement Amount: $1,106,378.21

 

Funding is available in Project 003123J ARV Hamlin Road and Nearby Design, in the Sewer Renewal & Replacement Fund, in the amount of $200,000.00 for FY23. There are sufficient budgeted funds for expenditures in FY23, and the final invoice from Southern Underground Industries.

 

Delegated Authority:

Authority for the County Administrator to approve and execute this final change order is granted under Code Section 2-62(a)(3).
