Approval and execution by the County Administrator of Change Order No. 1 (final) with Suncoast Development of Pinellas County, Inc. for FY2020 - 2022 Countywide American with Disability Act (ADA), Sidewalk, Drainage, and Roadway Improvements contract.

 

                     The Board of County Commissioners (Board) awarded this contract to Suncoast Development of Pinellas County, Inc. on January 28, 2020, in a total not to exceed contract amount of $14,365,444.00 for sidewalk and curb repair to meet ADA requirements, drainage improvements and related items on an assignment-by-assignment basis.

                     This contract was substantially completed on November 29, 2022 and obtained final completion on February 10, 2023.

                     The contract is extended by 168 calendar days with this final change order due to the assignment of work orders to the contractor late in the original contract time period and material delays associated with those work orders. Liquidated damages do not apply.

                     This item has no fiscal impact.

Summary:

This agreement was substantially completed on November 29, 2022, and obtained final completion on February 10, 2023. Liquidated damages do not apply since this was a work order contract with work assignments issued by the County as needed. The extension of the contract duration is due to the work assigned to the contractor late in the original contract time period and material delays associated with those tasks. Final inspections under the contract for all work performed were conducted by representatives of the Public Works Construction Management Division. All work has been completed in accordance with the construction contract documents. The time between substantial and final completion accounts for the duration to complete the walk-through inspection with contract stakeholders, punch list items, final testing, acceptance, receipt and approval of certified as-builts, processing for final approval of SWFWMD & FDEP permits, Engineer of Record final acceptance and approval, final contract deliverables, final quantity of materials audit, resolution of claims and disputes, and receipt of final invoice. Final quantities have been tabulated resulting in no decrease or increase in contract amount.

 

Background/Explanation:

Work included sidewalk and curb repair to meet ADA requirements, drainage improvements and related items. Individual work order projects were issued on an assignment-by-assignment basis.

 

Fiscal Impact:

 

Total not to exceed: $14,365,444.00

 

There is no fiscal impact associated with Change Order No. 1 (FINAL).

 

Delegated Authority:

Authority for the County Administrator to approve and execute this change order is granted under Code Section 2-62(a)(3).
