Approval and execution by the County Administrator of an Amendment to Financial Assistance Award for the U.S Economic Development Administration (EDA) Grant for the Tampa Bay Innovation Center incubator.
• Due to a variety of issues including supply-chain impacts, the County requested an extension to the construction period for its EDA grant.
• The EDA has agreed to an extension of the construction period to September 29, 2023 and of the project closeout period to January 29, 2024.
• The Amendment to Financial Assistance Award must be executed and returned to the EDA.
• Since this is a time-only amendment, there is no fiscal impact associated with this item.

Summary:
Pinellas County requested an extension to the construction period for its U.S. Economic Development Administration (EDA) grant. The EDA has agreed to an extension of the construction period to September 29, 2023 and of the project closeout period to January 29, 2024. The original construction period deadline was July 29, 2023 and the original closeout period deadline was September 29, 2023.
Background/Explanation:
Several delays have collectively impacted the County’s ability to complete work by the current EDA deadline. We attempted to mitigate each of these over the past 6 months and absorb the impacts until they have accumulated to a point where an extension is needed. The delays included the City of St. Petersburg needing additional time to verify and approve the usage and unifying of our site; demand and supply slow-down for materials; two hurricane events that caused the construction project to close; and an unforeseen denial of a crane permit by the FAA.
