Approval of the Grant Agreement with the Florida Department of Environmental Protection (FDEP) for the Pinellas County Shore Protection Project at Long Key/Upham Beach.

 

                     Per the Agreement, cost share is $4,744,633.00 (64%) federal, $1,325,000.00 (18%) FDEP, and $1,325,000.00 (18%) County match, including monitoring. FDEP will reimburse County up to 50% of eligible non-federal costs.

                     Through this Agreement, FDEP will fund a maximum of $1,325,000.00 for design, construction, and monitoring activities, which represents 50% of the estimated non-federal cost obligation.

                     Pinellas County is responsible for 50% of the non-federal cost share, which is budgeted in CIP Project 004487A - Long Key-Upham 2024 Beach Nourishment in the Fiscal Year (FY) 2023 - FY28 Capital Improvement Program plan. The County share is funded by Tourist Development Tax.

                     There is sufficient budget in the FY23 - FY28 CIP plan to support the latest project estimates.

The Agreement 23PI1 is for the Long Key/Upham Beach segment of the County Shore Protection Project which is for nourishment and monitoring of approximately 0.45 miles of shoreline of the 4.1-mile federal Shore Protection Project.

Background Information:

This will be the ninth nourishment of Treasure Island, the last completed in 2018. The initial project occurred in 1980 and the most recent cycle prior to the 2018 nourishment was completed by the United States Army Corps of Engineers (USACE) in 2014. Since 2014, Tropical Storm Hermine and Hurricane Irma have contributed to significant erosion of the beach. The Long Key/Upham Beach segment of the Pinellas County Shore Protection project, together with the Treasure Island segment, was recently authorized as one project for an additional 50 years.

Project 004487A - Long Key-Upham 2024 Beach Nourishment is budgeted in the County’s Capital Improvement Program: Physical Environment function; Coastal Management Projects program. The project is funded by Tourist Development Tax dedicated for beach nourishment and this State grant with FDEP, once approved.

 

Through agreement 23PI1, FDEP will provide funding for 50% of the non-federal project cost, not to exceed $1,325,000.00. Payment from FDEP is cost-reimbursement based. The County must match FDEP’s contribution and is responsible for any cost beyond the estimated non-federal cost share unless this agreement is amended. An agreement amendment is anticipated, post construction, to shift unspent design and construction funding to the monitoring task. This potential amendment would not increase the total project cost or requested funding.
