Recommended Action

Approval of the Grant Agreement with the Florida Department of Environmental Protection (FDEP) for reimbursement of non-federal costs spent on the Pinellas County Shore Protection Project at Treasure Island.

 

                     Per the Agreement, cost share is $6,960,000.00 (58%) federal, $2,540,000 (21%) FDEP, and $2,540,000 (21%) County match.

                     The full award of $2,540,000 was not needed to complete this project.

                     Through this Agreement, FDEP will reimburse up to 50% of the actual non-federal costs, totaling approximately $1,400,000.

                     The project was constructed in 2018 and funded by Tourist Development Tax, through the Coastal Management Program.

                     The original agreement expired before FDEP could provide reimbursement.

Summary:

Summary

Agreement No. 18PI2 replaces 18PI1, which expired prior to receiving reimbursement.  The Agreement is for the completed Treasure Island segment of the County Shore Protection Project which nourished the north and south ends of Treasure Island in 2018.  The Sunshine Beach (north segment) is 2,344 feet long, extending from 127th Avenue to 120th Avenue.  The Sunset Beach (south segment) is 6,369 feet long, extending from 98th Avenue to approximately 600 feet south of 77th Avenue.

The revised project cost estimated in the Agreement is $12,040,000.00.  The estimated reimbursement amount from FDEP to the County is expected to be $1.4M.  The total United States Army Corps of Engineers (USACE) project cost was $6,603,958.57, which was lower than the Agreement amount.

Background Information:

This was the twelfth nourishment of Treasure Island completed in 2018. The initial project occurred in 1969 and the most recent cycle prior to the 2018 nourishment was completed by the United States Army Corps of Engineers (USACE) in 2014. Since 2014, Tropical Storm Hermine and Hurricane Irma have contributed to significant erosion of the beach. The Treasure Island segment of the Pinellas County Shore Protection project, together with the Long Key segment, was recently authorized as one project for an additional 50 years. 

 

Fiscal Impact:

001515A - Treasure Island Nourishment 2018 is a completed project with expenditures in previous fiscal years. United States Army Corps of Engineers completed their project balancing effort and final expenditures report in FY22.

 

Funds for the Treasure Island project were budgeted in the County’s Capital Improvement Program: Physical Environment function; Coastal Management Projects program.  The Tourist Development Tax dedicated for beach nourishment has paid for the non-federal project costs. The County will be seeking reimbursement for 50% of this cost, approximately $1.4M. The current estimated project costs are shown in the table below.
