Award of bid to Ring Power Corporation for electrical switchgear maintenance and repair services.

 

                     This contract provides electrical testing, preventative maintenance, and repair services for switchgear, transfer switches, breakers, switchboards, and associated components, on an as-needed basis.

                     This contract ensures certified maintenance of essential electrical equipment as established by the original equipment manufacturers for the drinking water and wastewater treatment facilities.

                     One responsive bid was received, with Ring Power Corporation recommended for award as the lowest, responsive, responsible bidder in the amount of $1,359,129.00 for a thirty-six-month term or estimated annual expenditure of $453,043.00.

                     No prior on-going contract for these services has been awarded. This is a new contract effective for a period of thirty-six months with provision for two twelve-month extensions.

                     The contract provides price increases/decreases after the initial thirty-six-month contract period not to exceed the average of the Consumer Price Index or 5%, whichever is less.

                     Funding is derived from the Sewer and Water Operating Fund.

 

Contract No. 22-0590-B in a total amount not to exceed $1,359,129.00 for a term of thirty-six months; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary

This contract is for preventive maintenance, repair, and replacement to include installation services as needed for electrical engineering testing services for all Pinellas County Utilities switchgear, switchboard, and low voltage power circuit breakers maintenance, testing, and calibration throughout the County. All repairs and adjustments must be made per National Electrical Testing Association (NETA) Acceptance / Maintenance and/or Project testing. The replacement of equipment shall be upon approval by the County representative before replacement. Maintenance activities include inspection, calibration, testing, and repair of switchgear, switchboard, and low voltage power circuit breakers maintenance. Maintenance duties will be performed every three (3) years.

Background Information:

On July 21, 2022, the Purchasing and Risk Management division, on behalf of the Utilities Department released an invitation to bid to establish a contract for electrical switchgear maintenance and repair services. Two (2) bids were received on August 30, 2022, with recommendation of award made to Ring Power Corporation as the lowest, responsive, responsible bidder. The vendor signed agreement was received on January 20, 2023.  The time between bid opening and vendor signed agreement was due to negotiation of contract terms and conditions.

This bid was resolicited as prior submittals received under bid no. 22-0008-B were rejected due to exceptions made by vendors to the contract pricing structure.

 

Fiscal Impact:

Estimated annual expenditure is not to exceed:                                                               $ 453,043.00

Estimated thirty-six (36)-month expenditure not to exceed:                                          $ 1,359,129.00

Funding is derived from the sewer and water revenue operating fund.
