Approval and execution by the County Administrator of Change Order No. 1 (final) with Guarantee Company of North America USA for the Advanced Traffic Management System project on Alternate U.S. Highway 19 South from State Road 60 to 34th Street North (project 002598A).

                     The Board originally awarded this contract on October 23, 2018, in the amount of $2,160,181.25 for a duration of 365 calendar days from issuance of notice to proceed for the purpose of installing fiber optic cable, closed circuit television cameras and dynamic message signs on Alt US 19 S from State Road 60 to 34th Street N (US 19).

                     A takeover agreement for the Surety to manage the project was approved on June 10, 2021, by the County Administrator.

                     The project was substantially complete on October 13, 2021 and obtained final completion on October 19, 2022. Liquidated damages were assessed reflecting actual expenses to the County in the amount of $21,216.01.

                     This final change order results in a net decrease of $64,381.40 to the agreement. The CIP Project that this was associated with (Project 002598A ATMS US Alt 19 S) was marked complete during the FY22 budget cycle, and any remaining funds budgeted under 002598A were returned to the ATMS program, which is funded by the Local Option Fuel Tax (LOFT), specifically the ninth cent ATMS transfer from the Transportation Trust Fund.

 

Contract No. 178-0458-CP final quantities have been tabulated resulting in a net decrease of ($64,381.40) for a final price of $2,095,799.85.

Summary:

The project was substantially complete on October 13, 2021 and obtained final completion on October 19, 2022. Liquidated damages were assessed reflecting actual expenses to the County in the amount of $21,216.01. Final inspections of the project for all work performed under the contract were conducted by representatives of FDOT, Public Works Construction and Transportation Division Traffic Maintenance. All work has been completed in accordance with the construction contract documents. The time between substantial and final completion accounts for the duration to complete the walk thru inspection with project stakeholders, punch list items which included replacement of custom manufactured lids that were damaged during construction, final testing, project acceptance, receipt, and approval of certified as-builts required, final project deliverables, final quantity of materials audit, resolution of claims and disputes, and receipt of final invoice. Final quantities have been tabulated resulting in a net decrease of ($64,381.40)

 

Background/Explanation:

The purpose of this project is to install fiber optic cable, closed circuit television cameras and dynamic message signs on Alt US 19 South from State Road 60 to US 19 (34th Street). This project will enhance corridor flow of traffic through video detection and provide surveillance of roadway and traffic conditions and motorists with information concerning alerts, incidents, evacuations, and similar important public notices.

Prior to project completion, project was budgeted in the Capital Improvement Plan under project number 002598A ATMS Alt US 19 South - SR60 to 34th St N, in the Transportation function, ATMS program. Project was funded by Local Option Fuel Tax (LOFT), specifically the ninth cent ATMS transfer from the Transportation Trust Fund.

Authority for the County Administrator to approve and execute this change order is granted under Code Section 2-62(a)(3).
