Recommended Action

Approval of the agreement certifying that monies received from the State of Florida will be used to purchase and install console furniture workstations for the E911 training room redesign.

 

                     Grant funds of $338,521.90 shall be provided on a cost reimbursement basis.  No matching funds are associated with this grant.

                     The E911 training room does not currently have console furniture workstations available to create a training environment that mimics the live environment and increases the number of live consoles.

                     State E911 grant funds exist to assist in funding these costs.

                     This grant request will fund the purchase and installation of 11 console furniture workstations in the training room for Pinellas County Regional 911 Center.

                     The State E911 Grant application was approved on January 19, 2023.

The State Grant Program is provided to assist Florida counties with the installation and maintenance of enhanced 911 systems including periphery needs such as console furniture workstations appropriate to the environment and needs of a 9-1-1 center in order to support seamless E911 throughout the state of Florida.  The E911 Board assists eligible counties through the E911 State Grant Program using E911 trust fund monies.

Background Information:

The Pinellas County Regional 911 Center acts as the steward of all 911 Fee funding for Pinellas County including the five secondary PSAPs.

Grant monies received will be used for includes the purchase, packaging, freight, and installation of 11 console furniture workstations designed for usage in an emergency communications environment to include multiple ergonomic controls, cable management, ability to accommodate multiple monitors and CPU’s, and otherwise provide the foundation to design a fully functioning emergency communications center work station that provides access to all technology necessary to function in a live environment.

This addition will contribute a necessary component for the training room workstations to be the same design as the live workstations on the center floor.  This will contribute to more efficient training by increasing success and decreasing training time for trainees as well as providing the opportunity to increase the number of live consoles available for use in case of a large event or disaster that requires additional staffing.

 

Fiscal Impact:

Grant funds of $338,521.90 shall be provided on a cost reimbursement basis.  No matching funds are associated with this grant. This grant was not anticipated during development of the FY23 Adopted Budget. Therefore, if approved, a budget resolution would be required to recognize and appropriate the funds into the Emergency Communications E911 System Fund.  Expenditures & Associated revenues are included in the FY23 estimate of the FY24 Proposed budget in the Emergency Communication 911 Fees Special Revenue Fund (1025).
