                     This project involves Cargo Apron Reconstruction and Replacement of Runway 9-27 with a Taxiway. This project will ultimately support the Passenger Terminal Expansion Project.

                     Six bids were received with award recommendation for Ajax Paving Industries of Florida, LLC as the lowest responsive, responsible bid meeting specifications in the amount of $14,670,617.57 for 315-day term.

                     The Small Business Enterprise commitment for this project is 9%.

                     Funding for Project 000033A Cargo Apron Rehab and Runway 9/27 Conversion in the Fiscal Year (FY) 2023 budget is insufficient; additional funds will be requested during the FY24 budget process.

 

Contract No. 23-0075-ITB for the St. Pete-Clearwater International Airport Cargo Apron Reconstruction and Replacement of Runway 9-27 with a Taxiway in the amount of $14,670,617.57 for 315-day term on the basis of being the lowest responsive, responsible bid received meeting specifications; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary

This Project involves the reconstruction of the western portion of the existing terminal parking apron to support air carrier and air cargo aircraft operations, (i.e. Project 1), and the demolition of decommissioned Runway 9-27, (from Runway 18-36 to Taxiway “B”), and construction of a new taxiway, (Project 2), that will ultimately support the passenger terminal expansion project.

Background Information:

The Purchasing and Risk Division, on behalf of the Airport, advertised an Invitation to Bid on November 18, 2022, with bid opening on January 5, 2023. Six bids were received with award recommendation Ajax Paving Industries of Florida, LLC as the lowest responsive and responsible bid meeting specifications. Agreement was partially executed by the vendor in February 2023 and submitted for County approval.

Project 1 (Cargo Apron), is at the west end of the terminal apron. In the past, this location was used by UPS for their cargo operations. After UPS vacated the site, Allegiant began using these parking positions for remain-overnight (RON) parking and maintenance of their aircraft. The pavement in this area is distressed and needs replacement. This project will demolish all existing pavement and replace with new, long life concrete pavement.

Project 2 (Demolition of west side of Runway 9-27, and construction of new Taxiway “C”), will be an enabling project for the upcoming passenger terminal expansion project, and provide a redundancy taxi route for air carriers, PSCO aircraft, and USCG aircraft. Runway 9-27 was decommissioned several years ago because this runway was no longer utilized by aircraft, and the FAA would not fund any pavement rehabilitation.

 

Fiscal Impact:

Amount not to exceed: $14,670,617.57

 

Funding for Project 000033A Cargo Apron Rehab and Runway 9/27 Conversion in the FY23 budget is insufficient. The project budget for FY23 is $8,297,000, and the planned budget for FY24 is $840,000. The total project budget is $9,137,000, and $5,533,617.57 less than the contract amount. The project is scheduled to complete in FY24, additional funds will be requested during the FY24 budget process.
