Approval of the ranking of firms with the number one ranked firm, SurvTech Solutions, Inc. for Street-Level LiDAR and Imagery Data Acquisition and Extraction.
• LiDAR, which stands for Light Detection and Ranging, is a remote sensing method that uses a light laser to measure distances. The light pulses-combined with other data recorded by high-resolution photography - generate precise, measurable, three-dimensional information about land characteristics.
• The purpose of this contract is to provide high-resolution terrestrial LiDAR for the countywide flood vulnerability zone that we can use to enhance community resiliency through improved hazard mitigation planning and projects.
• Six submittals were received with award recommendation to the top ranked firm SurvTech Solutions, Inc. in the amount of $370,327.71 for one year; the agreement contains provision for two additional one-year extensions.
• This agreement was planned and funded with federal funds from the Community Development Block Grant - Mitigation Program made available by the U.S. Department of Housing and Urban Development and managed under the Florida Department of Economic Development’s Rebuild Florida Program.

Summary
As part of the CDBG-MIT Flood Mitigation Action Plan grant, this project requires data collection of imagery and LiDAR throughout the countywide flood vulnerability zone from instrumented vehicles driving specified publicly accessible roads, streets, highways, managed lanes, parking lots, and parks as well as some private or restricted roadways and other areas of interest per County direction. The data collection vehicles shall be equipped to accurately record vehicle position in three dimensions. LiDAR data will be collected simultaneously and integrated with the high-resolution images in a manner that allows precise x, y, z, and sigma measurements to be extracted and recorded by selecting a relevant measurement point (pixel) on an image of structures within the study area (per County direction). Project deliverables include the creation of a web-based tool and collection of first-floor elevations for buildings.Body
Background Information:
The Purchasing and Risk Division released a request for proposal for this project on June 10, 2022. Ranking of firms was determined by the evaluation committee on July 25, 2022, with final negotiation of the agreement concluding on February 7, 2023.
The purpose of the Florida DEO CDBG-MT grant award of $992,000 is to provide funding for the County to reduce risk from future hazards. The project will provide substantial benefits to the community by addressing current day flooding situations and future conditions, including extreme weather events and impacts from sea-level rise. This effort will result in a robust dataset that will be used to educate the public and identify flood resilient strategies to benefit the county and its municipalities. The planning effort will leverage the state-approved Local Mitigation Strategy and recently completed Sea-Level Rise and Storm Surge Vulnerability Assessment. Outcomes from the project include flood hazard data acquisition, community asset inventory collection, flood hazard modeling and map development, asset exposure analysis, adaptation strategy development, public engagement, and mitigation prioritization and actions for community planning and procedures.

Project is fully funded by federal funds from the Community Development Block Grant - Mitigation Program made available by the U.S. Department of Housing and Urban Development and managed under Florida Department of Economic Development’s Rebuild Florida Program. No match is required. Revenue and associated expenditures are both included in the Public Works Department Operating budget.
