Approval and execution by the County Administrator of the Joint Project Agreement (JPA) with the City of Clearwater (City) for design utility work associated with the Lakeview Road and Keene Road roadway and drainage improvements.-

 

                     County is currently designing roadway and drainage improvements at the intersection of Lakeview Road and Keene Road in Clearwater under a previously approved Stormwater General Engineering Consultant (GEC) contract.

                     Estimated JPA cost for design to City is $141,528.19. This cost, to be paid upon agreement execution, includes $134,788.75 for design of this utility work and a five percent administration fee of $6,739.44.

                     County’s portion for design of roadway, drainage, and utility work is $387,652.74 under the previously awarded Stormwater GEC.  The Board of County Commissioners (Board) approved award of the GEC on April 13, 2021.

                     Design will be completed by December 31, 2024. Construction is anticipated to begin in July of 2025.

 

JPA is effective upon execution and will expire when construction is complete; total amount is $141,528.19 to be paid to County by City; JPA will expire once construction is complete.

Summary:

The County is currently designing roadway and drainage improvements at the intersection of Lakeview Road and Keene Road in Clearwater. This work is being performed through the Stormwater General Engineering Consultant (GEC) contract, awarded by the Board on April 13, 2021.

The City of Clearwater wishes to participate with the County in sharing the cost of design for the Lakeview Road and Keene Road roadway and drainage improvements.  The City’s preliminary estimated utility work cost is $134,788.75, plus an additional five percent (5%) for County contract administration fee of $6,739.44. Estimated total cost to City for utility work is $141,528.19 to be paid upon Agreement execution. The JPA is effective upon execution and will expire when construction is complete.

The project consists of preparing construction documents for the construction of road intersection improvements that includes a left turn lane from eastbound Lakeview Road to northbound Keene Road and a left turn lane from westbound Lakeview Road to southbound Keene Road. The overall intersection improvement is approximately 2,000 feet in length. As part of the improvements, stormwater pipes, two stormwater outfalls, underdrains, and a five-foot wide sidewalk will be constructed.  The Preliminary Engineering Report and 30 percent (%) construction plans are complete and include an analysis and recommendations for alternative routes to connect the drainage improvements within the project limits to Allen Creek. The 60%, 90% & 100% plans for roadway, intersection and drainage improvements will then be completed.

 

Background/Explanation:

The County will be performing future roadway and drainage improvements at the intersection of Lakeview Road and Keene Road. County staff anticipates construction will begin in July of 2025. A JPA between the City and County for construction will also be necessary and forthcoming.

The attached JPA provides a funding mechanism for the City to pay the County approximately 35% of the design cost and further identifies both County and City responsibility throughout project design duration. The County’s engineering consultant will design and submit signed and sealed plans to relocate or replace the City’s utility facilities. The County’s consultant for design expects to have plans completed by December 31, 2024.

 

Fiscal Impact:

The City has verified funding in the amount of $141,528.19, for the design of utility work, is available. The City’s cost for design of utility work is $134,788.75, plus an additional five percent (5%) for County contract administration cost of $6,739.44. 

 

The County’s cost for design of roadway, drainage, and utility work is $387,652.74, and was approved by the Board as part of the previously awarded Stormwater GEC.    The previously approved County portion for design is funded by the Local Infrastructure Sales Surtax (Penny for Pinellas) and is included in the Fiscal Year (FY) 2023- FY 2028 Capital Improvement Program; budgeted within project 003898A - Lakeview and Keene Rd Drainage Improvement.

 

The County budgeted a total of $510,000.00 for design of this project. If a minor adjustment is necessary, it will be addressed during the FY 2024 Annual Budget preparation.

 

Construction of the County project will be funded by the Local Infrastructure Sales Surtax (Penny for Pinellas): Transportation Center, Intersection Improvement Projects Program; and Physical Environment Center, Storm Sewer Rehab Projects Program, PID 003898A with the Lakeview Road and Keene Road Intersection, and is included in the FY 2023 - 2028 Capital Improvement Plan.

Authority for the County Administrator to sign this Agreement is granted under Code Section 2-62 (a)(1).
