Approval of the ranking of firms and execution of the agreement with the number one ranked firm, Cumbey & Fair, Inc. for professional engineering services related to the final design of the Pinellas Trail South Gap Phase I from Ulmerton Road to Haines Bayshore Road.

 

                     The purpose of this non-continuing Consultant Competitive Negotiation Act (CCNA) contract is for the services of a professional engineering design firm to develop final design plans, specifications and estimates for the Pinellas Trail South Gap-Phase II from Ulmerton Road to Haines Bayshore Road.

                     Six firms submitted with award recommendation to the top ranked firm, Cumbey & Fair, Inc. in the amount of $1,520,774.33 in accordance with the CCNA, per Florida Statute 287.055.

                     The project is anticipated to take 36 calendar months from the commencement date on the Notice to Proceed.

                     100% of this contract is being completed by certified Small Business Enterprise (SBE) firms; Cumbey & Fair, Inc. and the two subconsultants, Test Labs and Terra Tectonics are all SBE firms.

                     Funding for this $1,520,774.33 contract is available in CIP Project # 003883B Pinellas Trail South Gap - Ulmerton Road to Haines Bayshore Road funded by the Local Infrastructure Sales Surtax.

 

Contract No. 22-0372-NC in the amount of $1,520,774.33, from the notice to proceed date for a term of one thousand ninety-six calendar days; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary

The purpose of this non-continuing CCNA contract is to provide professional engineering services to design, prepare plans, acquire permits, for the Pinellas Trail South Loop beginning from Ulmerton Road west of 58th Street North to Haines Bayshore Road east of U.S. Highway 19. The trail will run approximately 3.2 miles. The typical section includes a 12-foot asphalt paved trail with 2-foot unpaved level shoulders on either side. The scope of work will include trail geometric analysis, drainage, utility coordination, traffic analysis, lighting analysis, environmental permitting, structures (retaining walls, light pole, and multi-post foundations), geotechnical investigations, landscaping, level 1 contamination screening and public involvement.

Background Information:

A request for proposal to comply with CCNA per Florida Statute 287.055 was released April 6, 2022, on behalf of Public Works with scope and agreement negotiations concluding in January 2023. Six firms submitted with award recommendation to the top ranked firm, Cumbey & Fair, Inc. in the amount of $1,520,774.33 in accordance with the CCNA, per Florida Statute 287.055.

The purpose of this project is to construct the final portion of the Pinellas Trail within the South Loop beginning at Ulmerton Road west of 58th Street North.  The trail will extend in 3 segments approximately 3.2 miles to the north utilizing a large portion of the Duke Energy Easement and will terminate with a connection to the previously constructed section along Haines Bayshore Road east of U.S. Highway 19. The typical section will include a 12-foot asphalt paved trail with 2-foot unpaved level shoulders on either side. The trail width may transition to 8 feet in critical areas along Ulmerton Road. The horizontal and vertical geometrics will utilize a design speed of 18 mph and follow the necessary guidelines and standards consistent with FDOT Florida Greenbook, AASHTO's Guide for the Development of Bicycle Facilities.

 

Fiscal Impact:

Expenditures not-to-exceed:                      $1,520,774.33

 

Funding for this design phase is budgeted in the Capital Improvement Program: Pinellas Trail Projects program, 003883B Pinellas Trail South Gap - Ulmerton Road to Haines Bayshore Road provided by the Local Infrastructure Sales Tax (Penny for Pinellas IV) and the construction phase will be grant funded through FDOT.

 

Project 003883B does not have sufficient budget for design and reallocation from construction to design will be proposed as part of the FY24 budget process.
