Approval of the purchase authorization with Control Technologies, Inc. for traffic signal electrical facility parts related to the State Road (SR) 60 Smart Corridor Project.
• This purchase authorization provides Public Works a contract to purchase equipment for improvements in support of the Advanced Traffic Management System program, in particular the SR 60 Smart Corridor Project.
• Pricing is per State of Georgia Department of Transportation (GDOT) contract with terms and conditions specific to our County agreement.
• The GDOT contract utilizes a qualified products list (core and non-core items) which will ensure products meet or exeed standard County technical specifications while providing economy of scale from a pricing perspective.
• The County has conducted business in the past with Control Technologies via previous contracts for similar and various other parts.
• 100% of funding is from the Florida Department of Transportation: Technology Application Partnerships with Local Agencies for Deploying Connected and Automated Vehicle Technologies grant.
Contract No. 22-0347-purchase authorization in the not-to-exceed amount of $943,249.20 effective through April 5, 2023.

This purchase authorizaton provides a mechanism for the Public Works Department to purchase equipment for improvements that support the Advanced Traffic Management System program. Utilization of this GDOT Contract and County agreement provides the ability to purchase traffic signal parts, equipment and devices on an as-needed basis from Control Technologies whose proposed equipment has been evaluated and conforms to the FDOT minimum quality assurance standards for use on County roadways.
Pricing is per State of Georgia Department of Transportation (GDOT) Contract Number 48400-197-DOT0002307-011 which has renewal options for up to four one-year extensions. Terms and conditions are per County agreement.

Background Information:
Public Works received $1.8 million in grant funding through the Florida Department of Transportation to be used toward the implementation of the State Road 60 Smart Corridor Project. The project involves the installation of connected vehicle devices along the SR60 Corridor (Gulf to Bay Blvd) to enhance regional mobility and safety, reduce the number and severity of traffic crashes, reduce congestion, and increase in driver, passenger, and pedestrian safety.
Funding was received as part of FDOT's TAPS LA CAV - Technology Application Partnerships with Local Agencies for Deploying Connected and Automated Vehicle Technologies. The funding agreement expires December 31, 2023.
Traffic Signal Electrical Facility (TSEF) Equipment is any equipment required to develop safe and efficient signal and Intelligent Transportation Systems (ITS) systems. This includes vehicle and pedestrian signal equipment, close circuit television (CCTV) cameras and associated equipment, communication equipment, etc.
GDOT utilizes a Qualified Products List (QPL) to ensure equipment specification compliance. The QPL identifies materials, and manufacturers whose products have been approved for GDOT use. The QPL (also known as the Approved Product List [APL]) is utilized by the FDOT to expedite the product selection process. All products on the list have been reviewed by FDOT and meet all FDOT specifications.
The FDOT APL has been in existence since the early 1970’s providing for a product evaluation and approval process which has been continuously refined throughout the years. The APL was initially created to consolidate all approved products into one approved list and to consolidate all initial product testing into one statewide testing facility located in Tallahassee, Florida.
