Recommended Action:

Approval and execution by the County Administrator of Change Order No. 1 (final) to Keystone Excavators, Inc for Crystal Beach Paving and Drainage Improvements (002932A.

 

                     This contract consisted of roadway, drainage, and utility improvements and an updated storm sewer system including upgrades to existing water and sanitary sewer utility lines. Additionally, the project provides increased traffic safety to motorists, the updated storm sewer system reduces existing flooding of roads and yards, and the drainage bio-swales provide additional water quality to stormwater runoff.

                     Final completion occurred on November 9, 2022. Inspections of the project for all work performed under the contract were conducted by representatives of the Public Works Construction Management Division, the engineer of record (EOR), and Public Works Transportation and Stormwater Division.

                     Change Order No.1 Final increases the contract by $16,429.96 to fund additional related work due to a sanitary force main conflict in the field and adds an additional 141 calendar days to the agreement term as part of this final change order.

                     The original contract was approved by the Board of County Commissioners on April 13, 2021, in the amount of $1,434,677.75.

                     The work is budgeted in the Capital Improvement Program project 002932A Crystal Beach Paving & Drainage Improvements, funded by Penny for Pinellas.

 

Contract No. 21-0153-CP, increase in the amount of $16,429.96 for a revised total amount of $1,451,107.71 and adding an additional 141 calendar days for a final completion date of November 9, 2022.

Summary:

The project was substantially complete on September 12, 2022, and obtained final completion on November 9, 2022. Final inspections of the project for all work performed under the contract were conducted by representatives of the Public Works Construction Management Division, EOR, and the Public Works Transportation and Stormwater Division. All work has been completed in accordance with the construction contract documents. The time between substantial and final completion accounts for the duration to complete the walk thru inspection with project stakeholders and the completion of punch list items. Subsequent to final completion, staff processed closeout documents, receipt and approval of certified as-builts required, and receipt of final invoice. Final quantities have been tabulated resulting in a net increase of $16,429.96. This is the difference between estimated and final quantities.  This increase was due to a sanitary force main conflict in the field.

 

Background/Explanation:

The Public Works Transportation Division identified the need for roadway and drainage improvements within the defined limits in Crystal Beach from previous work requests, on-site field inspections, and roadway and drainage items submitted by residents via the County Assignment Tracking System.

 

Fiscal Impact:

Original Agreement Amount: $1,434,677.75

Increase due to Change Order No. 1 (FINAL): $16,429.96

Final Revised Agreement Amount: $1,451,107.71

 

Project funds are derived from and are budgeted in the Capital Improvement Program:

002932A Crystal Beach Paving & Drainage Improvements, within the Transportation Function, funded by the Local Infrastructure Sales Tax (Penny for Pinellas); 001817B Crystal Beach Utility Relocations, within the Physical Environment Function, funded by the Water and Sewer Renewal and Replacement Funds.

 

Delegated Authority:

Authority for the County Administrator to approve and execute this change order is granted under Code Section 2-62(a)(3).
