Approval of the award of bid to Preferred Materials, Inc. for the Fiscal Year 2023-2025 Countywide Pavement Preservation.

 

                     This work order contract consists of milling and resurfacing, pavement marking, detector loops and traffic control required to complete various arterial, collector and local group projects.

                     A total of three bids were submitted with Preferred Materials, Inc. recommended for award as the lowest responsible, responsive bid in the amount of $23,103,494.40 which is 0.73% over the engineer’s estimate of $22,936,250.00.

                     There is no equitable comparison available between this award recommendation and similar past contracts.  This contract has different specifications including individual project size and scope.

                     All work will be completed within 730 consecutive calendar days.

                     The Small Business Enterprise program commitment for this contract is 13%.

                     Funding for this $23,103,494.40 contract is available in CIP Project # 004192A Road Resurfacing and Rehabilitation PIV funded by the Local Infrastructure Sales Surtax and 005700A Transportation Millage Capital Resurfacing Program funded by the Transportation Millage.

The proposed FY23-FY25 Countywide Pavement Preservation work order contract consists of milling and resurfacing, pavement marking, detector loops and traffic control required to complete various arterial, collector and local group projects.  The contract duration is 730 days.  Project work orders will be distributed to the contractor upon issuance of the Notice to Proceed (NTP).

Background Information:

The Purchasing and Risk Division advertised an invitation to bid on behalf of the Public Works Department on October 28, 2022. Three bids were received with Preferred Materials, Inc. as the lowest responsible, responsive bid received in the amount of $23,103,494.40.  All work will be completed within 730 consecutive calendar days.  The Small Business Enterprise program commitment for this contract is 13%.

As part of the County’s Annual Pavement Preservation Program, work order contracts are regularly used to complete the large amount of milling and resurfacing projects required to ensure an acceptable level of service for the residents of Pinellas County.  This contract is typical of those used to complete the scheduled projects in the annual program.  These projects were identified primarily by their low Pavement Condition Index (PCI) numbers which is the most definitive metric used to determine the annual pavement preservation program.  Successful completion of these projects will help increase the average countywide PCI number, improving pavement quality within these communities.

Project expenditures are estimated at $12,000,000 for FY 2023, with future expenditures not yet identified.
