Approval of the County Incentive Grant Program (CIGP) Agreement with the Florida Department of Transportation (FDOT) and associated Resolution for engineering, planning, and environmental services for Project 003914A Forest Lakes Boulevard Phase III Widening Design between State Road (SR) 580 and SR 584 (Tampa Road).

 

                     Agreement provides $448,600.00 in FDOT funding. County match is $448,600.00.  Total Agreement amount is $897,200.00.

                     Project will widen Forest Lakes Boulevard between SR 580 and SR 584 (Tampa Road) upgrading the typical section from two lane undivided to four lanes with a center two-way left turn lane and bike lanes.

                     Funding is derived from FDOT CIGP (50%) and Local Infrastructure Sales Tax (Penny for Pinellas) (50%). 

                     Design is scheduled for completion June 18, 2027.

Summary

This Agreement provides fifty percent (50%) of design funding required for engineering, planning, and environmental services for the Forest Lakes Boulevard Phase III Widening Design between SR 580 and SR 584 (Tampa Road). Grant funding from FDOT is in the amount of $448,600.00. Total Agreement amount is $897,200.00.  The project will widen Forest Lake Boulevard between SR 580 and SR 584 (Tampa Road) upgrading the typical section from two lane undivided to four lanes with a center two-way left turn lane and bike lanes. The Agreement expiration is June 18, 2027.

Background Information:

The project includes drainage, signing, pavement marking, two (2) new mast arms and pedestrian improvements in the form of six (6) foot wide sidewalk and a ten-foot-wide trail segment (west side, between SR 580 and the railroad tracks). As part of the project, an additional eastbound left turn lane will be provided on west leg of SR 580 at Forest Lakes Boulevard and a southbound through lane on the north leg of Forest Lakes Boulevard at Tampa Road. The south leg of Forest Lakes Boulevard at SR 580 will also be restriped.

Section 14 of the Agreement requires the County to indemnify and hold harmless the FDOT to the extent permitted by law as limited by and pursuant to the provisions of Section 768.28, Florida Statutes.  County Resolution No. 06-70 prohibits the County from indemnifying others under most circumstances.  FDOT will not modify the indemnification section of this agreement as this is a standard requirement in their agreements.  Staff and the County Attorney agree that the FDOT indemnification requirement is within an acceptable level of risk.

 

Fiscal Impact:

The County match for this Agreement is budgeted in the Capital Improvement Program, under project 003914A Forest Lakes Boulevard from SR 580 to SR 584 (Tampa Road) and is derived from the Local Infrastructure Sales Surtax (Penny for Pinellas) (50%) funds.  The total amount budgeted by the County for design is $1,069,000.00.  The FDOT CIGP participation provides up to $448,600.00, which equates of (50%) of the Agreement amount.
