Approval of the Joint Project Agreement with the City of St. Petersburg (City) for utility work associated with the 22nd Avenue South sidewalk and roadway improvements from 58th Street South to 34th Street South.

 

                     City utility work to be performed by County contractor.

                     Work includes replacement, relocation, or adjustment of City underground utilities.

                     County to be paid by the City no later than thirty days prior to County’s notification of intent to award the contract.

                     Anticipated cost of utility work is $1,577,300.00, plus a five percent administrative fee of $78,865.00, for a total cost of $1,656,165.00.

                     Final, actual costs are charged or reimbursed as necessary upon completion and acceptance of the work.

                     County’s 22nd Avenue South improvements are funded by the Penny for Pinellas Sales Surtax within the Transportation Function.

 

County PID No. 000087A; Agreement expires 720 days from execution; estimated total project cost is $1,656,165.00; Authorize the Chairman to sign and Clerk of the Circuit Court to attest.

Summary:

Summary

The JPA provides for the City of St. Petersburg to fund and complete necessary utility work, as part of the County’s 22nd Avenue South Sidewalk and Roadway Improvement Project. The utility work to be performed by the County’s contractor for the City is the replacement, relocation, and/or adjustment of approximately 378 linear feet of 30-inch ductile iron pipe, 24 linear feet of 24-inch ductile iron pipe, 606 linear feet of 12-inch ductile iron pipe, 1082 linear feet of 8-inch ductile iron pipe, and 57 linear feet of 6-inch ductile iron pipe that conflicts with the proposed improvements. 

County staff anticipates advertising for construction of the project in March 2023, with a construction duration anticipated for approximately four hundred twenty (420) days.

Background Information:

The County and City mutually agree it is economically beneficial to have the County’s contractor perform the City’s utility work as part of construction of the overall project.  The Agreement provides the funding mechanism for the City to pay the County in advance of commencement of construction activities and further identifies both the County and City responsibilities throughout the project duration.  It will result in savings to both the County and City by reducing costs for mobilization, maintenance of traffic, site restoration, and project administration.

 

Fiscal Impact:

The City has verified that funding in the amount of $1,656,165.00 for the City’s portion of the utility work is available. The City’s estimated utility work is projected to cost $1,577,300.00 plus an additional five percent (5%), or $78,865.00 for County construction, contract administration, and compaction and backfill testing costs. There is no fiscal impact to the County for the City’s portion of work. This JPA represents the City’s portion of work only and is part of a larger County capital improvement planned project.

 

The County's project will be funded by the Local Infrastructure Sales Surtax (Penny for Pinellas): Transportation Function, Arterial Roads Projects program, PID 000087A 22nd Avenue South Sidewalk and Roadway Improvements from 58th Street South to 34th Street South and is included in the FY23-28 Capital Improvement Program.
