Approval of the Joint Project Agreement (JPA) with the City of Clearwater (City) for utility work associated with the Old Coachman Road/County Road 535 bridge replacement over Alligator Creek.
• The County will be replacing a bridge on Old Coachman Road (CR 535) over Alligator Creek in Clearwater along with associated roadway and drainage improvements.
• The City has a 12-inch reclaimed water main in conflict with the proposed improvements.
• The estimated total cost to City for utility work is $506,583.00, to be paid in advance of project commencement.
• Final, actual costs are charged or reimbursed as necessary upon completion and acceptance of the work.
• Current estimated cost for the bridge replacement project is $4,800,000.00.
• Construction is anticipated to begin in Spring of 2023.
• The county portion of the project will be funded by the Local Infrastructure Sales Surtax (Penny for Pinellas): Transportation Function, Bridges Repair, and Improvement program.

Through this JPA, the County and City mutually agree that it is beneficial to have the County’s contractor perform the City’s utility work as part of the overall County construction project. Primary work to be performed on behalf of the City is relocation of a twelve-inch (12”) reclaimed water main that conflicts with the bridge replacement and associated roadway and drainage improvements to be performed on Old Coachman Road (CR 535) over Alligator Creek in Clearwater.
The City’s preliminary estimated utility work cost is $482,460.00, plus an additional five percent (5%) for County contract administration, compaction and backfill testing cost of $24,123.00. Estimated total cost to City for utility work is $506,583.00, to be paid in advance of project commencement. The JPA is effective upon execution and will expire upon completion and acceptance of the utility work.

Background Information:
The County will be replacing the bridge on Old Coachman Road (CR 535) over Alligator Creek in Clearwater along with associated roadway and drainage improvements. County staff anticipates construction will begin in the spring of 2023. This JPA will result in a benefit to the County by sharing cost of mobilization, maintenance of traffic, site restoration, as well as having only one (1) contractor on site to coordinate timing of all work. Utilizing the same contractor results in cost savings and project administration efficiency for all stakeholders.
The attached JPA also provides the funding mechanism for the City to pay the County in advance of commencement of project construction activity, and further identifies both County and City responsibility throughout project duration.
Fiscal Impact:
The County project will be funded by the Local Infrastructure Sales Surtax (Penny for Pinellas): Transportation Function, Bridges Repair, and Improvement program, PID 001034A Old Coachman Road over Alligator Creek Bridge and is included in the FY 2023 - 2028 Capital Improvement Plan. The City has verified that funding in the amount of $506,583.00 for the utility work is available. The City’s preliminary estimated utility work cost is $482,460.00, plus an additional five percent (5%) for County contract administration, compaction and backfill testing cost of $24,123.00.
