• This contract is to procure household waste collection, transportation, and disposal services for the Solid Waste Department on an as-needed basis.
• This contract includes the collection of hazardous chemical wastes using the most environmentally responsible method available, as well as providing mobile collections events sponsored by the County.
• Contract award is in the amount of $2,964,051.00 and the annual estimated expenditures are $988,017.00.
• Two bids were received, with US Ecology Tampa, Inc. recommended for award as the lowest responsive, responsible bidder.
• Proposed bid to replace Contract No.178-0085-B(LN) awarded to US Ecology Tampa, Inc. on February 27, 2018, expiring February 23, 2023, for 3,254,517.50. The five-year contract had an average annual expenditure of $650,903.50.
• This new, three-year contract represents a 52% annual increase from the last contract. The increased in pricing is due to inflation and incinerator backlog issues. Also, the new agreement requires the contractor, not County employees, to run collection events which impacted price.
• Funding is derived from Solid Waste operating funds.
Contract No. 22-0703-B estimated annual expenditure of $988,017.00 with a thirty-six-month expenditure not to exceed $2,964,051.00 based on the lowest, responsive, responsible bid received meeting specifications.

Summary
This contract is for household waste collection, transportation and disposal services. Services include the disposal of hazardous chemical wastes using the most environmentally responsible method available, as well as providing household mobile collections events sponsored by the County. Additionally, US Ecology Tampa, Inc. will provide business collection events at the County’s collection center located at the Solid Waste facility.

On August 26, 2022, the Purchasing and Risk Management Division, on behalf of Pinellas County Solid Waste, released an invitation to bid to establish a contract for household waste collection, transportation, and disposal services for the Solid Waste Department on an as-needed basis.
Two bids were received, with US Ecology Tampa, Inc. recommended for award as the lowest responsive, responsible bidder.
