Approval of the Sub-recipient Grant Agreement and associated resolution with the Federal Emergency Management (FEMA) through the Florida Division of Emergency Management for the Cross Bayou Watershed Management Plan (WMP) update.
• The Agreement provides $180,000.00 in FEMA funding and requires a $60,000.00 County match.
• Project updates the WMP model for the Cross Bayou Watershed including updates to model version, incorporating changes in area since the last WMP was developed, floodplain analysis, and level of service analysis.
• Project must be completed by September 30, 2023.
• The County will provide matching funds up to $60,000.00 derived through the Surface Water Utility Fee.
• Section 25 (Legal Authorization) of the agreement requires Board of County Commissioners approval of the agreement. However, the County Administrator has the authority to sign the agreement per the associated resolution.

The project includes model conversion, updating the model conditions to current conditions, floodplain analysis, and level of service determination. This project updates the previous WMP for the watershed completed in 2013. The Agreement ends September 30, 2023.

Background Information:
The County is currently seeking to update the Cross Bayou watershed model and geodatabase originally completed in 2013. The County will use the Federal Continuing Engineering Professional Services Contract to perform model maintenance to incorporate residential and commercial developments and municipal Capital Improvement Projects (CIPs).
The Cross Bayou watershed is in the central region of the County and is approximately 13 square miles. The watershed is bordered on the southeast by Pinellas Park Ditch #1, Sawgrass Lake, and Roosevelt Creek watersheds and on the northwest by Long Branch and Starkey Road watersheds. Elevations within the watershed range from approximately 22 feet (NAVD 88) in the northwest of the watershed to below the NAVD 88 datum along portions of the Cross Bayou canal. Most of the watershed consists of high-density residential, industrial, and commercial areas. Hydrologic soil groups in the watershed are predominantly type B/D (moderately well-drained when dry, not well-drained when wet) soils, as classified by the United States Department of Agriculture/Natural Resource Conservation Service (NRCS).
Fiscal Impact:
The total estimated cost of the project is $240,000.00, which includes up to $180,000.00 of FDEM funding. The County will provide matching funds up to $60,000.00 derived through the Surface Water Utility Fee. The estimated expenditure of $60,000.00 is not included in Fiscal Year 2023 Adopted Budget. However, the funding is available in Watershed Planning cost center of Public Works Department within the Surface Water Assessment Fund due to the estimates for other projects coming in lower than budgeted.
