Approval and execution by the County Administrator of Change Order No. 1 (final) with CROM Coatings & Restorations, d/b/a CROM, LLC for Water Ground Storage Tank Rehabilitation.

 

                     Contract included tank inspection, cleaning, disinfection and rehabilitation in five locations.

                     The Board of County Commissioners (Board) awarded this project to CROM on February 26,2019 in the amount of $1,248,000.00.

                     Completion occurred on August 15, 2022, with a reduction in price of ($105,688.90) based on the difference between estimated and final quantities for a final price of $1,142,311.10.

                     This contract was funded by the Water Renewal and Replacement Fund in Project 003764A Water Ground Storage Tank Rehabilitation.

 

Contract No. 189-0026-CP(JJ) reducing the contract amount by ($105,688.90) for a revised total of $1,142,311.10.

Summary:

The project was substantially complete on August 09, 2022, and obtained final completion on August 15, 2022. Final inspections of the project for all work performed under the contract were conducted by representatives of the Pinellas County Utilities Operations and Engineering Divisions. All work has been completed in accordance with the construction contract documents. The time between substantial and final completion accounts for the duration to complete the walk thru inspection with project stakeholders, punch list items, project acceptance, final project deliverables, final quantity of materials audit, resolution of claims and disputes, and receipt of final invoice.

Final quantities have been tabulated resulting in a net decrease of ($105,688.90). This is the difference between estimated and final quantities and balance of unspecified work not used.

 

Background/Explanation:

On October 19, 2018, the Purchasing Department, on behalf of the Utilities department, released a bid with the intent to establish a contract for the highly specified service of water ground storage tank rehabilitation.

This project provided for the inspection and reporting, cleaning and sediment removal, concrete rehabilitation, crack injection, material replacement, and bacteriological clearance of County-owned water storage tanks. Completion of this project increased the useful life of ground storage tanks while providing for needed repairs to prevent catastrophic failures resulting in unscheduled shutdowns of the water system.
