Approval of the County Incentive Grant Program (CIGP) agreement with the Florida Department of Transportation (FDOT) and associated resolution for design of the Advanced Traffic Management System/Intelligent Transportation System project on State Road (SR) 590/Drew Street from Fort Harrison Road to SR 55/U.S. Highway 19.

 

                     Agreement provides $293,550.00 in state funding, contributing fifty percent required for project design.

                     County match is $293,550.00 and total design estimate is $587,100.00.

                     Project design will include fiber optic communication, dynamic message signs, CCTV cameras, and vehicle detection systems.

                     Project will enhance flow of traffic by providing necessary surveillance of traffic conditions along the roadway, and provide motorists with information for alerts, incidents, and evacuations. 

                     Funding is derived from FDOT CIGP (50%) and Local Option Fuel Tax (50%). 

                     Design is scheduled for completion January 3, 2025.

Summary

This Agreement provides fifty percent (50%) of the engineering design funding required for the installation of ATMS/ITS on State Road (SR) 590/Drew Street from Ft. Harrison Road to SR 55/U.S. Highway 19, in the amount of $293,550.00. Total design estimate is $587,100.00.  Design is scheduled for completion by January 3, 2025. 

This project will enhance the flow of traffic through video detection at intersections, necessary surveillance of traffic conditions along the roadway, and provide motorists with information for alerts, incidents, and evacuations. Total project length is approximately four point three (4.3) miles.  The project design will include fiber optic communication, dynamic message signs, CCTV cameras, and vehicle detection systems.

Background Information:

The project is part of an overall implementation of the Countywide ATMS/ITS effort that was adopted and funded by the Board of County Commissioners (Board) utilizing the Ninth Cent Local Option Fuel Tax (LOFT) in 2006. 

Section 14 of the Agreement requires the County to indemnify and hold harmless the FDOT to the extent permitted by law as limited by and pursuant to the provisions of Section 768.28, Florida Statutes.  County Resolution No. 06-70 prohibits the County from indemnifying others under most circumstances.  FDOT will not modify the indemnification section of this agreement as this is a standard requirement in their agreements.  Staff and the County Attorney agree that the FDOT indemnification requirement is within an acceptable level of risk.

 

Fiscal Impact:

The County match for this Agreement is budgeted in the Capital Improvement Program, under project 004542A Drew Street ATMS, in the Advanced Traffic Management System program, and is derived from LOFT (50%) funds.  The FDOT CIGP participation provides the remaining funding (50%).  Future construction will be funded in the same manner.
