Approval and execution by the County Administrator Change Order No. 1 (final) with Suncoast Development of Pinellas County Inc. for 49th St. N. and 38th Ave. N. Intersection Improvements.

 

                     This Project consists of intersection improvements that include road reconstruction, turn lane improvements, milling and resurfacing, stormwater improvements, sidewalk, curb and installation of mast arms to replace the existing concrete strain poles.

                     Final Completion occurred on August 19, 2022, with a decrease in price of ($87,671.68), based on the difference between estimated and final quantities for a final price of $1,088,578.22.

                     An additional 191 calendar days are added to the Agreement term as part of this Change Order.  A mast arm design discrepancy took several months to resolve to establish electrical service with Duke Energy resulting in a delay of production. Liquidated damages do not apply.

                     The Board of County Commissioners (Board) awarded this project to Suncoast Development of Pinellas County, Inc. on February 9, 2021, in the amount of $1,176,249.90.

                     This project is budgeted in the Capital Improvement Program, Transportation Function, Intersection Improvements program 3021, Project 000958A. One hundred percent funding for this project is derived from Multimodal Impact Fees.

Summary:

The project was substantially complete on July 7, 2022, and obtained final completion on August 19, 2022.  An additional 191 calendar days are added to the Agreement term as part of this Change Order.  Liquidated damages do not apply.  A mast arm design discrepancy took several months to resolve, and several months were required to establish electrical service with Duke Energy resulting in a delay of production. Final inspections of the project for all work performed under the contract were conducted by representatives of the Public Works Construction Management Division. All work has been completed in accordance with the construction contract documents. The time between substantial and final completion accounts for the duration to complete the walk thru inspection with project stakeholders, punch list items, project acceptance, final quantity of materials audit, and receipt of final invoice. Final quantities have been tabulated resulting in a net decrease of ($87,671.68). This is the difference between estimated and final quantities and balance of unspecified work not used.
