Approval and execution by the County Administrator Change Order No. 1 (final) with TLC Diversified, Inc. for Sanitary Sewer Pump Station Repair, Rehabilitation & Improvements.

 

                     The Board of County Commissioners (Board) awarded this project to TLC Diversified, Inc. on August 7, 2018, in the amount of $ 5,722,777.00 for the purpose of furnishing and installation of pumps, valves, fittings, electrical equipment, panels, conduits, vaults, trenching/boring, bypass pumping, dewatering, restoration, testing and other incidental work required to rehabilitate a pump station.

                     32 wastewater pump stations were rehabilitated under this contract.

                     Completion occurred on June 30, 2022, with an increase in price of $51,392.17 based on the difference between estimated and final quantities for a final price of $5,774,169.17, as well as an increase of 237 calendar days. Increase in amount is due to the rehabilitation of one additional pump station not in the original rehabilitation program for the Star Center.

                     Funding for this $51,392.17 change order is available in CIP Project #000964A Sanitary Sewer Pump Station Rehabilitation & Improvements funded by the Sewer Renewal and Replacement Fund.

Summary:

The project was substantially complete on June 14, 2022, and obtained final completion on June 30, 2022. Final inspections of the project for all work performed under the contract were conducted by representatives of the Pinellas County Utilities Operations and Engineering Divisions. All work has been completed in accordance with the construction contract documents. The additional contract time has been added for completion off all work orders in the contract, time between substantial and final completion, punch list items, project acceptance, final project deliverables, final quantity of materials audit, resolution of claims and disputes, and receipt of the final invoice. Final quantities have been tabulated resulting in a net increase of $51,392.17. This is the difference between estimated and final quantities caused by the rehabilitation of one additional pump station not in the original rehabilitation program. This station is owned by the Star Center who reached out to Utilities for approval to make repairs on their station under this contract

 

Background/Explanation:

Work included furnishing and installation of pumps, valves, fittings, electrical equipment, panels, conduits, vaults, trenching/boring, bypass pumping, dewatering, restoration, testing, and other incidental work required to re-commission a pump station.

Award of this contract is consistent with the sanitary sewer pump renewal and replacement program based on a twenty (20) year life cycle and is consistent with the recommendations of the Stormwater/Wastewater Taskforce.
