Recommended Action

Adopt a resolution to recognize and appropriate unanticipated revenue for a particular purpose in the Fiscal Year 2022 Emergency Communications 911 System Fund Budget for the Safety and Emergency Services Department.

 

                     The State of Florida E911 Board awarded a grant in the amount of $658,915.95 to the Safety and Emergency Services Department for equipment upgrades to the E911 system serving Pinellas County (State Grant number S13-19-07-12).

                     The grant is for the Vesta 911 Refresh project (#004247A) managed by the Regional 911 Division of Safety and Emergency Services.

                     No local match was required. However, the request is part of a larger project partially funded from County 911 and EMS reserves ($425,692.72).

Summary

This resolution recognizes $658,920.00 (rounded for budget) in unanticipated grant revenue into the FY22 Emergency Communications 911 System Fund and increases the expenditure appropriation by $658,920.00 in the Safety and Emergency Services Department Budget. The grant award is from the State of Florida E911 Board (State Grant number S13-19-07-12) for the 911 Vesta Refresh project. Grant monies received will be used to upgrade equipment that is six (6) years old and operating 24-hours/7-days a week in the Regional 911 Emergency Communication Center. Associated project costs for three (3) Secondary PSAPs and one (1) ambulance contractor are funded from County 911 and EMS reserves ($425,692.72). This project complies with the recommendations and requirements specified in the State E911 Plan.

Background Information:

The County receives an annual allocation of shared revenue from the State of Florida for a portion of 911 System operating costs. The allocation comes from the State’s E911 communications fee, which is charged on monthly telephone bills to support the cost of receiving emergency calls to 911. The State E911 Board also makes grants available on a competitive basis from the same source of funding. In 2019, Pinellas Regional 911 applied, and was awarded a grant to fund a portion of the 911 Vesta Refresh project ($658,915.95). The project is in progress. Grant monies will reimburse the cost of project management, procurement, installation, training, and testing of upgraded equipment for the County’s Primary Public Safety Answering Point (PSAP), which is the Regional 911 Emergency Communication Center.

 

Fiscal Impact:

Adoption of this resolution recognizes unanticipated grant funds in the amount of $658,920.00 in the 911 Emergency Communications Fee Fund and increases the FY22 budget for Safety and Emergency Services by $658,920.00. This resolution is consistent with the FY22 revenue and expenditure estimates provided during the FY23 budget development process.
