• County awarded $17,120,395.00 in CDBG-MIT funding for the Joe’s Creek Greenway Restoration.
• Funding will assist mitigation efforts to improve floodplain capacity, water quality, and offer recreational opportunities, beginning with the Preliminary Engineering Report (PER) phase.
• The PER will update Joe’s Creek Model, complete an alternative analysis, and perform a feasibility study for the Joe’s Creek project limits.
• Four-year reimbursement grant award that impacts Fiscal Years 2023-2026.
• County match is $33,832,422.00 with majority match coming from Local Infrastructure Sales Tax (Penny for Pinellas) funds.

Summary
Pinellas County has been awarded $17,120,395 in CDBG-MIT funding for mitigation efforts to improve the floodplain capacity and water quality while offering recreational opportunities, supporting multimodal transportation, and creating improved resilience to flooding impacts for low-to-moderate income residents of Pinellas County. The grant award term is for forty eight (48) months from execution. The Joe’s Creek Greenway Restoration and Mitigation project will be funded based on this award. The total cost estimate for this project is $50,952,817.
The Joe’s Creek Watershed is a 9,256-acre drainage basin located in the south-central portion of the County. The Watershed receives large amounts of untreated stormwater runoff that has caused the creek to be impaired for nutrients, biologic indicators, and fecal coliform. The project area consists of commercial, industrial, and underserved residential areas that experience localized flooding, including the Lealman Community Redevelopment Area (CRA). The project will provide analysis, evaluation and recommendation for green and grey infrastructure improvements that will mitigate flooding and improve water quality. Design and construction for the Joe’s Creek Greenway Trail, a multi-modal transportation corridor, will also be provided. The Trail will improve transportation connectivity as well as offer recreational and aesthetic amenities to the community.
As part of this Agreement the County is also required to sign a Subrogation Agreement which protects the County and its insurer from paying for losses that aren't its fault.

Background Information:
On June 15, 2020, the DEO launched the Rebuild Florida General Infrastructure Program (GIP), making $475,000,000 available for eligible applicants, including units of general local government. The GIP is designed to provide funding opportunities for local governments and state agencies to develop large-scale mitigation activities that allow Florida communities to better withstand future disasters.
The project is phased into three (3) deliverables including implementation, engineering and design, and construction. Implementation provides professional services to the County for technical assistance and program management. Engineering and design create a full design package(s), obtains all permit-related documentation, and conducts an environmental review and assessment, in accordance with DEO Policies and the National Environmental Policy Act. Construction includes activities related to channels and trails, stormwater storage facilities, traffic control, public safety measures, bonding and insurances, temporary bypasses, turbidity and erosion controls, project permitting, mobilization and demobilization, engineering inspection, and close-out activities.
The Preliminary Engineering Report (PER) phase will start upon the execution of the agreement with Jacobs, Legistar item 20-1564A. The PER is to update Joe’s Creek Model, complete the alternative analysis, and perform a feasibility study for the Joe’s Creek project limits.
Fiscal Impact:
This is a four (4) year reimbursement grant award that impacts FY 2023-2026. Grant funding is in the amount of $17,120,395 (34%). The County is matching the award amount with $33,832,422 (66%). Total project cost is $50,952,817. County matching funds are derived from the Local Infrastructure Sales Tax (Penny for Pinellas) in the amount of $30,938,000.00. The remaining $2,894,422 is funded by various funding sources. A budget detail report is attached to this Granicus item for a breakdown of funding sources.
Funding for this agreement is budgeted in the Capital Improvement Program, under project 004116A Joe's Creek Greenway Trail and Stormwater Management.
