Approval and execution by the County Administrator of the Interlocal Agreement with the Tampa Bay Area Regional Transit Authority (TBARTA), Hernando County, Hillsborough County, Manatee County, Pasco County, City of St. Petersburg, and City of Tampa for financial contributions to support the continuation of regional transportation services.

                     Annual financial contributions will support the continuation of regional transportation services received from TBARTA.

                     The County shall contribute $0.17 per capita of the population on October 1st of each year, beginning in Fiscal Year (FY) 2023. 

                     Annual financial contributions are funded through the Transportation Trust Fund.

Summary:

The Interlocal Agreement formally designates the County pay an annual financial contribution to TBARTA of $0.17 per capita of the County’s population. The Governing Board of TBARTA requested to formalize an agreement for annual contributions to TBARTA from its member agencies. A partner presentation by TBARTA will be made to the Board of County Commissioners (Board) at the June 21, 2022 meeting.

In the past, the five (5) governing agencies within TBARTA’s jurisdiction have contributed to TBARTA.  However, there was never a written agreement in place. Participating agencies include Pinellas, Hernando, Hillsborough, Manatee, Pasco Counties, and the Cities of St. Petersburg and Tampa.  The County and City of St. Petersburg, combined, contributed $153,540.00 in October 2021 to TBARTA for FY22 services.

 

Background/Explanation:

TBARTA works to advance the transportation needs in Hernando, Hillsborough, Manatee, Pasco and Pinellas Counties through the planning, development, funding, implementation, and operation of a regional transit system.

The County may withdraw from this Agreement by notifying all participating agencies in writing at least thirty (30) calendar days prior to the beginning of the next Fiscal Year, which is no later than September 1. 

 

Fiscal Impact:

The County shall contribute $0.17 per capita of the population on October 1 of each year, beginning in FY23. Annual financial contributions to TBARTA are funded through the Transportation Trust Fund.  The revised estimate for Pinellas County for FY23 is now $117,522.00.

 

All contributors and TBARTA understand that each contributor’s performance of the Agreement is contingent upon annual appropriation of funds by that contributor’s governing body for obligations.  The obligations of TBARTA and each contributor as to any funding required pursuant to the Agreement are limited to an obligation in any given year to budget, after monies for essential services have been budgeted and appropriated, sufficient monies for the funding that is required during that year.

The contribution to TBARTA is included in the FY22 Adopted Annual Budget in the Transportation Trust Fund. A contribution in the FY23 Annual Budget was included for planning purposes.

 

Delegated Authority:

Authority for the County Administrator to sign this Agreement is granted under Code Section 2-62(a)(1).
