Approval and execution by the County Administrator of Change Order No. 1 (Final) with Keystone Excavators, Inc. for Jail Perimeter Road Modification into ditch behind F-Wing (PID 003509A).

 

                     This project included improving traffic patterns on Perimeter Road, stabilizing an eroded section of the north bank of Cross Bayou Channel 6 and improving on-site drainage in the vicinity of the F-Wing detention building and kitchen.

                     Change Order No 1 (final) extends the term by 108 days with a reduction to total price in the amount of ($153,763.25) for a revised total of $1,331,255.75.

                     Final completion occurred on May 12, 2022.

                     The Board of County Commissioners (Board) awarded this project on February 23, 2021, in the amount of $1,485,019.00.

                     Funding source is Penny for Pinellas Local Option Infrastructure Sales Surtax.

 

Contract No. 21-0039-CP (PLU) reducing the contract amount by ($153,763.25) for a revised total of $1,331,255.75.

Summary:

The project was substantially complete on December 4, 2021 and obtained final completion on May 12, 2022. Liquidated damages do not apply, as the County received substantial and beneficial use on December 4, 2021. Final inspections of the project for all work performed under the contract were conducted by Public Works. All work has been completed in accordance with the construction contract documents. The time between substantial and final completion accounts for the time to complete the walk thru inspection with project stakeholders, punch list items, final testing, project acceptance, receipt, and approval of certified as built required, engineer of record final acceptance and approval, final project deliverables, final quantity of materials audit, resolution of claims and disputes, and receipt of final invoice. Final quantities have been tabulated resulting in a net decrease of ($153,763.25). This is the difference between estimated and final quantities and also balance of unspecified work not used.

 

Background/Explanation:

The Facilities and Real Property Division of Administrative Services notified the Public Works Department of severe erosion, inadequate and aging roadway infrastructure along Perimeter Road near the “F” wing of the 49th St. N. Detention Facility. Extensive coordination occurred between the Sheriff’s Office, Departments of Administrative Services, Public Works, and the consultant, to complete design and permitting for the proposed improvements.

The Board of County Commissioners (Board) awarded this project on February 23, 2021, in the amount of $1,485,019.00.

Delegated Authority:

Authority for the County Administrator to approve and execute this change order is granted under Code Section 2-62(a)(3).
