Summary

The adoption of this Non-Ad Valorem Assessment Roll is an annual requirement to provide funds to be collected uniformly to pay for the costs of solid waste collection, disposal services, and administrative costs of the District.  The assessment roll is for the period January 1, 2022 through December 31, 2022.  Pursuant to Florida Statute 197.3632(5), a public hearing is not required for multi-year assessments.

Funds collected will pay for costs incurred from January 1, 2023 through December 31, 2023.

Body

Background Information:

Beginning January 1, 2006, the District was created in order to provide uniform residential solid waste collection and disposal services within the Lealman community.

The assessment is based on a residential unit basis.  Each parcel within the District will be assessed $16.00 per residential unit per month ($192.00 annually per residential unit) and remains unchanged from last year.

In 2016, the assessment was increased from $14.00 per month per unit to $16.00 to capture the costs of the newly awarded collection services contract.  The assessment rate was set at $16.00 in an attempt to maintain a stable fund for the ten (10)-year contract period, which includes fuel, annual consumer price index (CPI) increases, and administrative costs.

Fiscal Impact:

The assessment will provide all revenue necessary to pay for collection and disposal services within the District, as well as all administrative costs associated therein.  There is no impact on the General Fund.  The assessment is consistent with the Fiscal Year 2023 Tentative Budget.
