Approval by the Public Works Director of the grant application for the Cross Bayou Watershed Management Plan (WMP) Update through the Florida Department Emergency Management (FDEM) Hazard Mitigation Grant Program Watershed Planning Initiative
• Authorizes the Public Works Director to submit a grant application to fund $180,000.00, and a County-match of $70,000.00, for update of the comprehensive WMP model for the Cross Bayou Watershed (CBW).
• The CBW covers approximately 12.2 square miles and discharges into Boca Ciega Bay and Old Tampa Bay. The last formal WMP was completed in 2014.
• Project consists of updating the WMP model for the CBW which includes floodplain analysis and level of service.
Total Project cost is $250,000.00; work is to be completed in Fiscal Year (FY) 2023 and 2024.Body

Summary:
The FDEM grant provides funding to update a comprehensive WMP model for the CBW. There is a need to update the existing model to ensure regulatory requirements are meeting current flood risk requirements. The WMP update will provide for more robust regulatory and planning analyses and will include model updating, model refinement, and flood plain analysis. The grant allows for a 12-month window to complete the project. It is anticipated the project would start in FY 2023 and be completed in early FY 2024.
Background/Explanation:
The CBW covers approximately 12.2 square miles of central Pinellas County. The CBW model was developed in 2012 and completed in 2014. Since that time, there has been significant development within this Watershed. Additionally, further development and capital improvement projects are planned. Development should be based on the current existing conditions within the Watershed. Of significant importance are the recent and future Clearwater St. Petersburg Airport expansion and improvements, which will impact the Watershed.
Fiscal Impact:
Total estimated cost of the project is $250,000.00, which includes up to $180,000.00 of FDEM funding. The County will provide matching funds up to $70,000.00, funded through the Surface Water Utility Fee. Funding will be included in the FY 2023 and FY 2024 Annual Budgets should the Grant be awarded.
