Approval of award of bid to Granite Inliner, LLC for the sanitary sewer interceptor rehabilitation in three locations: 109th Street (Seminole), 74th Avenue (Seminole), and 37th Street North (Lealman).

 

                     The purpose of this project is to clean, video inspect and install Cured-In-Place Pipe (CIPP) lining in existing large diameter (15” - 27”) gravity sewer mains in the three areas of 109th Street (Seminole), 74th Avenue (Seminole), and 37th Street North (Lealman).

                     Two responsive submittals were received with award recommendation to Granite Inliner, LLC as the lowest responsive, responsible bidder in an amount not to exceed $1,596,616.00.

                     Work will be completed within 365 consecutive calendar days.

                     This project will extend the useful life of approximately 8,100 linear feet of sanitary sewer gravity mains and 45 manholes.

                     Granite Inliner, LLC will meet the Small Business Enterprise commitment of 5% for this project.

                     Funding for this project is derived from Sewer Enterprise Funds.

 

Contract No. 22-0199-CP(MJ); PID No. 002747GHI; in an amount not to exceed $1,596,616.00; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary:

Summary

The purpose of this project is to clean, video inspect and install Cured-In-Place Pipe (CIPP) lining in existing large diameter (15” - 27”) gravity sewer mains in the areas of 109th Street between 110th Lane and Seminole Boulevard, 74th Avenue between Ridge Road and 113th ST N., and Lealman between 58th Ave N. and Morris Street N. In addition, the project will rehabilitate existing manholes within the project areas. The rehabilitation process will include the installation of bypass-pumping systems, cleaning out existing sediment/debris, and the installation of large diameter CIPP liners.

Background Information:

On January 28, 2022, the Purchasing and Risk Division, on behalf of the Utilities Department, released an invitation to bid with the intent to establish a contract for 22-0199-CP (MJ); PID 002747GHI Sewer Interceptor Rehabilitation - 109th Street (Seminole), 74th Avenue (Seminole), and 37th ST N. (Lealman).

Recent evaluations of the sanitary sewer pipes in the project areas have uncovered identifiable structural defects and infiltration in the existing pipelines including corrosion to sewer manhole covers and interior walls due to age and hydrogen sulfide. Sewer interceptor pipelines collect sewage flow from local collection sewer piping systems and convey the flow to treatment facilities. Interruption of flow to these pipes due to breaks would impact numerous sanitary sewer customers and cause significant environmental and/or health concerns if sewage is discharged from the piping system. Rehabilitation to the pipe system to address the recent evaluation findings is a fundamental investment in County infrastructure to continue to meet our service needs while maintaining first-class services to our community. As a result of the rehabilitation processes proposed in this project, it is anticipated that at least fifty (50) years of service life will be added to the rehabilitated pipes and manholes.

 

Fiscal Impact:

Amount not to exceed over 12-months:                     $1,596,616.00

 

The contract amount of $1,596,616.00 is over a 12-month period. This contract is for projects 002747G Sanitary Sewer Interceptor Pipe Rehab 109th St., 002747H Sanitary Sewer Interceptor Pipe Rehab 74th Ave, and 002747I Sanitary Sewer Interceptor Pipe Rehab Lealman in the Capital Improvement Program, Physical Environment function, funded by the Sewer Fund. The current proposed budget is $2,189,000.00.
