Approval of the award of bid and agreement with Envirowaste Services Group, Inc. for pumping and tankering services - domestic wastewater.

 

                     This is a request to award a bid for a sixty-month contract for pumping and tankering services of domestic wastewater on an as-needed basis.

                     Total estimated expenditure is $4,837,500.00 for the sixty-month term.

                     Two bids were received with the award recommendation to the lowest responsive, responsible bidder Envirowaste Services Group, Inc.

                     This contract will replace Contract No. 167-0456-B(BW) that will expire on September 13, 2022.

                     Funding is derived from the Sewer Operating Fund. The contract is consistent with the Fiscal Year (FY) 2022 Adopted Budget and the preliminary FY23 budget submission from the Utilities Department. The $320,000.00 budgeted for services in FY23 is approximately the same amount as has been spent in recent years. The not-to-exceed contract total over the 60-month service period allows for response to emergency events. 

 

Contract No. 22-0073-B (BW) award in the amount of $4,837,500.00 for a sixty-month duration on the basis of the lowest responsive, responsible bid received meeting specifications; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

This contract is for Pumping and Tankering Services of domestic Wastewater in emergency and non-emergency events. The contract term is sixty (60) months with pricing held firm for the first thirty-six (36) months of the contract with provision for one (1) price adjustment for the remaining twenty-four (24) months.

Background Information:

On November 3, 2021, the Purchasing and Risk Management Division on behalf of the  Utilities Department released a bid to establish pumping and tankering services of domestic wastewater.

Two bids were received with the award recommendation to the lowest responsive, responsible bidder.

This is a new contract to replace Contract No. 167-0456-B, which expires September 13, 2022.

 

Fiscal Impact:

Estimated County sixty-month expenditure not-to-exceed:                     $  4,837,500.00

 

Estimated County average annual expenditure is:                                          $      967,500.00
