Approval of Amendment No. 1 to the Project Cooperation Agreement with the United States Army Corps of Engineers (USACE) for federal participation in the Pinellas County Shore Protection Project at Sand Key, Treasure Island, and Long Key.

 

                     Amendment No. 1 amends the Project Cooperation Agreement the County entered with the USACE in April 1995.

                     Approval of Amendment No. 1 allows USACE to begin design and construction of Treasure Island Segment of the Pinellas County Shore Protection Project.

                     Amendment No. 1 extends the schedule for the Treasure Island portion of the project to December 31, 2025.

                     Amendment No. 1 revises the total projected cost for the entire 50-year life of the project (plus the 6-year Treasure Island extension), adjusted for inflation, to increase from $143,362,000.00 to $491,046,000.00 and the County’s cost from $58,360,000.00 to $186,377,225.00.

On April 7, 1995, the County entered into a Project Cooperation Agreement with the USACE to extend federal participation in periodic nourishment of the Pinellas County Shore Protection Project at Sand Key, Treasure Island, and Long Key. Approval of Amendment No. 1 allows USACE to begin design immediately and construction in summer 2023 of the Treasure Island Segment of the Pinellas County Shore Protection Project.

The Amendment extends Federal participation of the Treasure Island segment by six (6) years to 2025, updates total project cost adjusted for inflation, and adds nourishment of Treasure Island in 2023. Total 50-year projected cost is estimated to increase from $143,362,000 to $491,046,000 and the County’s cost from $58,360,000 to $186,377,225.

Background Information:

The Sand Key segment, expected to expire in 2043, was initially constructed in 1993 and renourished an additional four (4) times. The Treasure Island segment, expected to expire 2019, was first constructed in 1969 and has been renourished an additional eleven (11) times. This Amendment incorporates the six (6) year (2019 - 2025) extension for Treasure Island granted by Congress. The Long Key Segment, expected to expire in 2030, was initially constructed in 1980 and has been renourished an additional eight (8) times. The upcoming nourishment of Treasure Island and Long Key in 2023 is expected to be the last nourishment of these segments under this Authorization. Future nourishments of Treasure Island and Long Key will be under a new Authorization once approved. 

 

Fiscal Impact:

The total 50-year projected cost, adjusted for inflation, is estimated to increase from $143,362,000 to $491,046,000 and the County cost from $58,360,000 to $186,377,225. The County’s portion is funded from the Tourist Development Tax. There is sufficient funding to complete the projects associated with this Pinellas County Shore Protection Project. These projects exist in the Capital Improvement Program FY22-FY27 Six-Year Plan under the Physical Environment Function, Coastal Management Program.
