Approval of the award of bid and execution of agreement with TLC Diversified, Inc. for the construction of the South Cross Bayou digester gas equipment improvements.

 

                     This contract will provide construction services to complete digester gas equipment improvements to the biosolids system at South Cross Bayou Advanced Water Reclamation Facility for improved production and safety.

                     One bid was received with award recommendation to TLC Diversified, Inc. in the amount of $822,800.00 as the only responsive and responsible bidder; other contractors stated they were too busy.

                     All work is expected to be completed within 270 consecutive calendar days.

                     Funding for this project is derived from the Sewer Renewal and Replacement fund.

This contract is for the required construction improvements to the South Cross Bayou AWRF Digester Gas system. Upgrades include four (4) gas mass flowmeters, two (2) in-line flame arrestors, permanent biogas by-pass system, and associated piping and electrical.

Background Information:

On November 19, 2021, the Purchasing and Risk Division advertised an invitation to bid for the South Cross Bayou Digester Gas Flowmeter Installation project with a bid opening date of December 30, 2021.  One bid was received from TLC Diversified, Inc. as the only responsive and responsible bidder. Other bidders contacted stated they were too busy.  On March 14, 2022, Utilities Engineering staff notified the Purchasing and Risk Division of their approval to move forward with recommendation of award in the amount of $822,800.00 for a 270-day contract duration.

South Cross Bayou AWRF operates and maintains a biosolids digester gas system that produces and stores biogas at the facility. The biogas is used to supplement natural gas fuel demands for the sludge dryer pelletizer
, and any excess biogas is burned off at the facility’s flare. The intent is to increase biogas production and reduce volatile solids in the incoming sludge. The installation of the flowmeters will determine the amount of biogas produced and, consequently, the optimization of the process.

Additionally, two in-line flame arrestors will be installed as part of the facility’s Process Hard Analysis (PHA) recommendations, completed in 2018. The arrestors will reduce fire propagation to the source protecting the staff, system, and associated assets from a major disaster.

Pinellas County Utilities retained Parsons Environmental & Infrastructure Group, Inc. to complete the design, permitting, and implementation of the improvements described above. Plans and specifications have been developed.
