Approval of Change Order No. 1 (final) with Preferred Materials, Inc. for the Fiscal Year 2020 Countywide Resurfacing, Restoration and Rehabilitation Paving project.

 

                     This contract consisted of the resurfacing, restoration, and rehabilitation of multiple roadways throughout Pinellas County.

                     Change Order No. 1 (final) increases the contract amount by $401,469.67 and accepts the contract as complete.

                     The increase to the contract is primarily attributed to additional work required in the Harbor Bluffs Subdivision due to existing roadway grades that contributed to ponding after resurfacing and required reconstruction of existing asphalt curbs.

                     The project was awarded by the Board of County Commissioners on September 10, 2020, with substantial completion achieved on September 30, 2021.

                     There is sufficient funding for the change order in the Penny for Pinellas Paving Renewal and Replacement CIP Project.

 

Contract No. 190-0462-CP(PLU); PID No. 003873A; increase the contract amount by $401,469.67 for a revised total amount of $7,971,397.87; agreement term increases by 39 consecutive calendar days for a revised total duration of 403 consecutive calendar days; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary:

Summary

This project included milling and resurfacing of multiple roadways throughout the County. Work included, but was not limited to, the replacement of broken sidewalk, improvement of curb ramps to meet ADA requirements, elimination of trip hazards, replacement of broken curb, and various drainage improvements including the replacement of structure tops and corrugated metal pipes (CMP). In addition, other drainage improvements were made to improve roadway and drainage conditions.

While the Harbor Bluffs Subdivision has drainage inlets at various locations, the roadway grades did not lend themselves to adequately drain all storm water to these inlets.  The contractor was unable to achieve positive drainage to the existing inlets without the use of additional asphalt and crowning of the roadways.  The additional asphalt required to accomplish this along with the contractor’s difficulty in replacing the existing asphalt curbs within the subdivision lead to significant overruns in the asphalt tonnage.

Background Information:

The Board of County Commissioners awarded the contract to Preferred Materials, Inc. on September 10, 2020, in the amount of $7,569,928.20. The project was substantially complete on September 30, 2021, with final completion achieved on December 21, 2021. Final inspection for all work performed under the contract was conducted by representatives of the Public Works Department Engineering, Stormwater, and Construction Management Divisions.

 

The project was part of Pinellas County’s Pavement Management Program and consists of arterial, collector, and local roadways determined in need of resurfacing as a result of low pavement condition ratings.

Funding for this contract was derived from the Penny for Pinellas, Surface Water Utility Fund, and the Utilities Department Water and Sewer Enterprise funds.  The change order is primarily related to paving quantities and costs, which is part of the Penny R&R Project.
