Recommended Action

Approval of the Road Transfer Interlocal Agreement and assignment of Easements and Right-of-Way (Exhibit C) with the City of Largo (City) for the transfer and acceptance of specific roadway segment and easements.

 

                     The County is partnering with municipalities to transfer right-of-way and maintenance responsibility for streets within, or partially within, municipal limits.

                     Agreement transfers operation and maintenance responsibilities of various road segments to the City.

                     Transfers includes maintenance responsibilities for stormwater facilities.

                     Exhibit C assigns easements and right-of-way from County to City.

                     Agreement includes County providing City partial funding for roadway improvements in the amount of $370,047.96.  Funding amount is based on useful life of the asset and timing of city annexation.

                     Funding for the one-time payment is available in the Penny-funded Road Resurfacing and Rehabilitation Program Project.

 

PID No. 005076A; Declaration of Surplus for deeds and easements being transferred to the City; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest the Interlocal Agreement and Exhibit C, and record the Interlocal Agreement with Exhibits A, B and C, separately record Exhibit C (Easement Agreement), and separately record the corresponding right-of-way maps (Mylars), in the official records of the County.

Summary:

Summary

This Road Transfer Interlocal Agreement provides for the transfer of jurisdiction and associated maintenance responsibilities, including stormwater facilities, for certain road segments in the City of Largo. The specific segments are detailed in Exhibit A to this Agreement. Total length of the segments is 7.44 centerline miles. 

This Agreement includes a one-time payment in the amount of $370,047.96 for the County portion of the cost allocation for improvement on the road segment. The cost allocation was prorated based upon the asset life expectancy and time of annexation. These costs are included in the Road Resurfacing and Rehabilitation Program.

Exhibit C assigns easements and right-of-way from the County to the City.

Background Information:

The Department of Public Works is partnering with County municipalities to better define right-of-way maintenance responsibility in areas where jurisdictional boundaries are shared.  This Road Transfer Interlocal Agreement serves to transfer jurisdictional responsibility for designated public road segments that are within, or partially within, the City municipal limits.

The City and County agree that it is in the best interest of the parties that responsibilities associated with operation, maintenance, planning, design and construction of the identified road segments, along with any future improvements thereto, be transferred to the City or County as detailed in Exhibit A.  The City or County accepts all legal rights of the roadway segments that are within, and appurtenant to, the right-of-way being transferred.

 

Fiscal Impact:

The County will make a one-time payment to the City in the amount of $370,047.96. The cost will be funded by the Local Infrastructure Sales Surtax (Penny for Pinellas): Transportation Function, Road Resurfacing and Rehabilitation Program project 004192A and Sub-project PID No. 005076A. Overall, a reduction to current and future maintenance costs will be realized due to the transfer of these roadway segments.
